All localities should, in accordance with the State Council's requirements of promoting decentralization, combining decentralization with management, and optimizing service reform, innovate the management methods of urban landscaping market, explore the establishment and improvement of credit management systems for landscaping enterprises such as credit evaluation, trustworthy incentives, and punishment for dishonesty, strengthen post-event supervision, and maintain fair market order.
2. Level 4 engineering design and construction qualification (cancelled)
From 20 1 14 years 10, the competent departments of housing and urban-rural construction at or below the provincial level and relevant central enterprises stopped accepting the first application, additional application and upgrade application for four engineering design and construction qualifications, including building intelligence, fire protection facilities, building decoration and building curtain wall. From February 6, 20 14, the above qualification application will be stopped.
The engineering design and construction qualification certificate held by the enterprise shall remain valid. After the implementation of the new Qualification Standards for Engineering Design and Qualification Standards for Construction Enterprises, the qualification certificates for engineering design and construction enterprises will be re-issued according to the requirements of the new standards. 3. Engineering consulting qualification (to be cancelled soon)
In the draft for comments issued by the National Development and Reform Commission some time ago, it is proposed to cancel the qualification identification of engineering consulting units, and the qualification identification will be adjusted to social organizations to carry out self-discipline credit evaluation of engineering consulting units in the later period.
4. Qualification of the tendering agency (or will be cancelled)

Study and cancel the qualification of construction services, and vigorously support the development of professional enterprises focusing on operations. Zhejiang, Anhui and Shaanxi provinces have carried out the pilot work of canceling labor qualifications for some time.
