The agency can only engage in non-business activities such as tourism consultation, liaison and publicity, and shall not engage in tourism business such as soliciting and receiving, including booking rooms, ordering meals and booking transportation tickets. Article 4 International travel agencies may engage in the following businesses:
(a) to attract foreign tourists, overseas Chinese and compatriots from Hongkong, Macao and Taiwan Province provinces to return to China and visit the mainland, provide them with transportation, sightseeing, accommodation, catering, shopping, entertainment and other related services, accept the entrustment of tourists, and go through the entry formalities for tourists;

(3) With the approval of the National Tourism Administration, organize China citizens and domestic residents to travel to foreign countries and Hongkong, Macao and Taiwan Province provinces, arrange tour guides, entrust reception and luggage and other related services for them, accept the entrustment of tourists, and handle exit and visa procedures for tourists;
(4) With the approval of the National Tourism Administration, organize China people and domestic residents to travel to the border areas bordering China, arrange tour guides, entrust reception and luggage and other related services for them, accept the entrustment of tourists, and handle exit and visa procedures for tourists;
(five) other tourism business as stipulated by the National Tourism Administration.
Without the approval of the National Tourism Administration, no travel agency may engage in overseas travel business, Hong Kong, Macao and Taiwan tourism business and border tourism business of China citizens and domestic residents. Article 5 Domestic travel agencies may engage in the following businesses:
(a) to attract China tourists to visit China and provide them with transportation, sightseeing, accommodation, catering, shopping, entertainment and other related services;
(two) purchasing, booking domestic transportation tickets and providing baggage services for China tourists;
(3) Other domestic tourism-related businesses as stipulated by the National Tourism Administration. Article 6 Tourism administrative departments at all levels shall supervise and manage travel agencies in accordance with the principle of unified leadership and hierarchical management:
According to the regulations, the establishment of international travel agencies is subject to the approval of the National Tourism Administration, and the establishment of domestic travel agencies is subject to the approval of provincial tourism administrative departments.
Tourism administrative departments shall implement territorial management of all kinds of travel agencies and resident offices of foreign travel agencies. Article 7 International travel agencies shall apply for tourist visas in accordance with the specific measures stipulated by the tourism administrative departments. Article 8 Tourism administrative departments shall gradually implement the credit file system and qualification grading system of travel agencies in accordance with national standards, and the specific measures shall be formulated separately by the National Tourism Administration. Chapter II Conditions for the Establishment of Travel Agencies Article 9 To establish a travel agency, the quality deposit of the travel agency (hereinafter referred to as the quality deposit) shall be paid in accordance with the provisions of the Regulations.

(3) Full-time accounting personnel who have obtained the title of assistant accountant or above. Article 12 The qualifications of travel agency managers shall be formulated separately by the National Tourism Administration. Article 13 The establishment of an international travel agency shall have the following business premises and facilities:
(a) sufficient business premises;
(2) office equipment such as fax machines, straight-line telephones and electronic computers;
(3) Having the conditions for networking with tourism administrative departments;
(4) Business vehicles, etc. Article 14 The establishment of a domestic travel agency shall have the following business premises and facilities:
