Discussion on the construction and development of geological data information resources in the new period

This paper expounds several problems in the construction (exchange) of geological archives information resources in Jiangsu Province according to law, and emphatically expounds how the provincial geological archives information management department to develop and utilize geological archives information resources in the strategic action of prospecting. On the basis of discussing several ways of development and utilization, several urgent tasks are put forward. In order to further improve the construction, development and utilization of geological archives information resources in the strategic action of prospecting breakthrough in Jiangsu Province.

Geological archives are the concentrated expression of the achievements of geological work and the main carrier of geological work serving the society, serving all aspects of economy and society. For a long time, the state has invested a lot of manpower, financial resources and material resources in geological exploration, bringing together the painstaking efforts and wisdom of thousands of geologists. While finding out the resources of tens of thousands of mining areas in China, it has also formed a large number of original, achievements and physical geological data in geological work, which is a valuable asset of the country.

The Outline of Strategic Action for Prospecting Breakthrough (20 1 1-2020) (hereinafter referred to as the Outline) of the the State Council Executive Meeting is an important strategic decision made by the CPC Central Committee and the State Council to ensure the overall situation of modernization, and an important measure to improve the ability to guarantee mineral resources. The outline defines the objectives and tasks of China's geological prospecting and exploration in the coming period: through the implementation of the prospecting breakthrough strategy, we will achieve new major breakthroughs, form a number of strategic areas of important mineral resources, establish an important mineral resources reserve system, and provide strong mineral resources guarantee and industrial support for the steady and rapid economic development. What should the geological archives information management department, which serves all aspects of economy and society, do in realizing the strategic action of prospecting breakthrough? This is the author's original intention and purpose.

1 Strengthen the construction of geological archives information resources (collection and clustering)

The construction of geological archives information resources is based on the collection and cluster management of geological archives information according to law. Since China's reform and opening up, with the diversification of investors engaged in geological work, the commercialization of geological archives information resources has gradually emerged, which is manifested in the weak legal awareness of "mining rights holders" to submit geological data according to law, fearing that their own economic interests will be damaged after the submission of geological archives information. The submission of geological archives is based on the Mineral Resources Law of People's Republic of China (PRC) and the Regulations on Geological Data Management promulgated and implemented by the State Council. The competent department of Geology and mineral resources of the State Council should conscientiously perform their duties and do a good job in the management of geological archives collection and delivery in accordance with relevant laws and regulations. In the daily administrative law enforcement, administrative inspection, administrative punishment, administrative reward and other work processes, it should be strict, fair and just. Violation of the above two laws and regulations, shall be investigated for legal responsibility according to law. It is the common responsibility of all departments of mining administration and geological project management units to do a good job in the collection and delivery of geological files, which involves all aspects and runs through the whole process of mining administration management, and to establish a management system to ensure the timely collection and delivery of geological files with good quality and quantity.

1.2 Strengthen legal publicity and realize the legalization and institutionalization of foreign exchange management.

In order to do a good job in the construction of geological archives information resources, we should make full use of opportunities such as popularizing the law, receiving, training, sending grass-roots units, holding meetings, and publicize relevant laws and regulations to remittance obligors by sending laws, regulations, documents and on-site statements. So that the remittance obligor can establish and strengthen remittance to the country.

1.3 Be fair and honest, and consciously safeguard the legitimate rights and interests of remittance obligors.

1.4 Focus on key projects and key exchange units to promote exchanges.

According to many years' working experience, firstly, the files of geological exploration projects are submitted, and through a comprehensive understanding of geological exploration projects, the list of projects is summarized and implemented with relevant departments and units to grasp the time and quality of submission; The second is to pay attention to the collection of archives of key geological exploration projects. According to the characteristics of geological exploration work, the geological archives formed by basic, public welfare and strategic geological exploration work and the geological archives approved with mineral reserves are listed as the key points to ensure the value of the archives in the collection; The third is to focus on key geological prospecting units. There are more than ten industrial departments engaged in geological exploration in our province, and more than 60 subordinate geological exploration units. There are many geological exploration projects undertaken by the departments of Geology, Minerals, Nonferrous Metals, Coalfield, Building Materials, etc. These units should be regarded as the focus of communication, and we should pay close attention to them.

1.5 Strengthen contacts, take the initiative to guide, and promote foreign exchanges with quality services.

Exchange management personnel should go deep into exchange units, do a lot of patient and meticulous publicity and guidance work, establish business networks and close working relationships with relevant exchange obligors, responsible comrades of exchange units and grassroots geological and mineral archives management personnel, and use administrative, professional, academic, economic and legal means to cluster geological archives for readers' use.

2.5 Computer Network Development

95% of the inventions in the world are enlightening. The computer retrieval of archives information has the advantages of high speed and high efficiency, which greatly improves the utilization rate of geological archives resources. The "Digital Land Project" put forward and put into practice by the Ministry of Land and Resources makes it possible to digitize geological and mineral archives information. The basic, public welfare and strategic geological and mineral archives in our province were all digitized before the end of last year, and computer full-text retrieval services were provided to the whole society. The catalogue retrieval database of geological and mineral archives also provides catalogue query service to the society, which enables it to realize the computerization of geological archives information retrieval in the geological and mineral industry.

3 Several main tasks to be completed in the near future

3. 1 Construction of the provincial geological work degree database

Collect, analyze and sort out the coverage, implementation units and achievements of geological work projects in different periods, different majors and different work accuracy (scale) in Jiangsu Province, collect all information items according to unified standards, and build a database of geological work degree in Jiangsu Province, so as to provide basic information for understanding the geological work degree and development history of a certain area.

3.2 "Geological Archives Information Data Center" Construction

The construction of geological archives information data center is the key work of clustering industrialization of geological information service, and it is also an indispensable basic work. Based on the basic geographic information, integrating all kinds of geological data in Jiangsu Province, and adopting GIS technology, network technology and database technology, the database management system of spatial geological archives in Jiangsu Province is constructed. The system includes two parts: database management system and political network geological data service system. The system consists of four systems: data center management system, geological archives information query system, geological information online publishing management system, and mine and mineral resources reserve management system. It provides data support for different levels and different objects to consult and use geological archives.

3.3 Construction of service platform and network service system for geological archives information resources.

The construction of geological archives information sharing service platform and network service system is the foundation, important carrier and main achievement of geological archives information service cluster industrialization, and also an important place and main way of geological archives information service and exchange. The confidentiality of geological archives is one of the basic characteristics of geological data. According to different users, its openness is different. To this end, we will build different types of network service systems according to the needs of the public, chartered borrowers and government management.

3.4 Geological Archives Information Cluster Service Product Development Project

Considering the actual needs of our province, there are three important metallogenic belts and representative areas in our province: Xuzhou-Lianyungang key metallogenic belt; An important metallogenic belt in Ningzhen Mountains; The key metallogenic belt in Ningwu has great prospecting potential. These areas used to have a high degree of geological work. Integrating the existing geological, mineral, geophysical and geochemical data and geological research data of various departments and units in this area can carry out the secondary development of archival geological data and serve the needs of a new round of geological prospecting work.
