In order to implement Beijing's policy spirit of accelerating scientific and technological innovation and building a sophisticated economic structure, and promote the development of information service industry in Dongcheng District, this opinion is formulated in light of the actual situation in Dongcheng District.
Article 1 This opinion applies to legal entities such as industrial and commercial, taxation, statistics and other information transmission services, information technology services and information content services in Dongcheng District, focusing on encouraging the development of enterprises in the fields of fifth-generation mobile communication, big data, artificial intelligence, Internet of Things and digital publishing.
Article 2 A one-time financial subsidy of 500,000 yuan shall be given to the newly recognized State Key Laboratory, Engineering Laboratory and Engineering (Technology) Research Center.
Article 3 Information service enterprises whose annual business income exceeds 2 billion yuan, 65.438+0 billion yuan and 500 million yuan for the first time will be rewarded with 3 million yuan, 65.438+0.5 million yuan and 500,000 yuan respectively.
Article 4 Enterprises with an annual operating income of more than 65.438 billion yuan and an annual growth rate of more than 65.438+0.5% for two consecutive years will be rewarded with 6.5438+0.5 million yuan. Enterprises with an annual operating income of more than 654.38 billion yuan (including 654.38 billion yuan) but less than 654.38 billion yuan (including 654.38 billion yuan) and an increase of 20% or more for two consecutive years will be rewarded with 654.38 million yuan. Enterprises with annual operating income of more than 6.5438+million yuan (including 6.5438+million yuan) but less than 6.5438+0 billion yuan, and the growth rate has reached more than 30% for two consecutive years, will be rewarded with 500,000 yuan.
Article 5. Enterprises that are shortlisted for the first time in China 100 Internet Enterprises List and China Top 100 Enterprises in Software Business Income List will be given a one-time reward of 2 million yuan (no double counting).
Article 6 A one-time reward of 5 million yuan will be given to newly established or newly moved information service enterprises with an annual operating income of more than 654.38 billion yuan. Newly established or newly moved information service enterprises with annual operating income of 654.38 billion yuan (including 654.38 billion yuan) and below 654.38 billion yuan (including 654.38 billion yuan) will be given a one-time reward of 500,000 yuan to 2 million yuan. Newly established or newly moved information service enterprises with annual operating income of 6,543,800,000 yuan (including 6,543,800,000 yuan) and below 65,438,800,000 yuan will be awarded a one-time reward of 200,000 yuan.
Seventh newly established or newly moved information service enterprises in Dongcheng District shall be given rent subsidies for three consecutive years. 1 year shall be 30% of the annual rent, 20% of the annual rent in the second year and 10% of the annual rent in the third year. The maximum subsidized rental area shall not exceed 3,000 square meters, and the total annual subsidy shall not exceed 3 million yuan. Enterprises shall not rent, sublease or change the use of office space during the period of enjoying subsidies; In violation of the above provisions, the subsidy funds obtained will be refunded.
Article 8 For commercial buildings and industrial parks with a construction area of more than 654.38+0000 square meters, and the leased area of information service enterprises accounts for more than 70% of the leased area (excluding commercial facilities and property services), the operation and management institutions will be given a financial reward of 654.38+00000 yuan.
Article 9 Optimize the business environment and strengthen the introduction of high-level talents. Senior managers and key personnel in the information service industry who have made outstanding contributions can enjoy the relevant policies on talents in Dongcheng District first. Establish a "customized, personalized and professional" service model and implement "one-on-one" accurate service.
