The Regulations of Guangzhou Municipality on the Management of Green Building and Building Energy Efficiency is a formal project of Guangzhou Municipality's 20 12 government regulation making plan, which was drafted by Guangzhou Municipal Construction Committee and reviewed by Guangzhou Legislative Affairs Office. Five, large public buildings put into use after the implementation of energy monitoring.
Article 17 of the Regulations of Guangzhou Municipality on the Management of Green Buildings and Building Energy Conservation clearly states that "for newly-built and energy-saving national office buildings and large-scale public building projects, the construction unit shall install energy consumption itemized metering devices networked with the energy consumption monitoring platform of public buildings in this Municipality before the project acceptance." " Geographically and climatically, Guangzhou is located at 23 north latitude, with large surface solar radiation, long sunshine time and abundant solar energy resources. In addition, the solar hot water utilization system has mature technology and high cost performance, and it has the conditions for large-scale promotion. Seven, building energy-saving materials and product management will be included in the comprehensive evaluation system of building system enterprise integrity.
Article 14 of the Regulations of Guangzhou Municipality on the Management of Green Building and Building Energy Efficiency clearly states that "the municipal construction administrative department shall incorporate building energy-saving materials and products into the comprehensive evaluation system of enterprise integrity of the construction system, formulate the recommended catalogue of building energy-saving materials and products in this Municipality according to the national and provincial promotion catalogues of building energy-saving materials and products and the actual situation of this Municipality, and encourage the construction units to give priority to recommending the building energy-saving materials and products in the catalogue". Strengthening the quality management of building energy-saving materials and products is an important guarantee for implementing building energy-saving. To this end, the Ministry of Housing and Urban-Rural Development issued the Notice on Strengthening the Quality Supervision and Management of Building Energy-saving Materials and Products in 2008, clearly proposing that all localities should implement the filing system of building energy-saving materials and products. Through filing, we can effectively grasp the material information of the use link, the management department conducts spot checks according to the filing information, establishes a credit evaluation mechanism according to the spot check results, and publicly publicizes unqualified products, which can reduce or even eliminate unqualified products. Article 30 of the Regulations of Guangzhou Municipality on the Management of Green Building and Building Energy Efficiency clearly stipulates that "the municipal construction administrative department shall issue a corresponding grade of green building completion sign for any project that has been implemented in accordance with the technical measures specified in the green building design sign during the construction process and passed the completion acceptance". At present, the national and provincial evaluation of green buildings is divided into green building design logo and green building operation logo, which stipulates that "green building design evaluation logo" should be carried out after the project construction drawing design is completed and passed the construction drawing review and filing; "Green building operation evaluation logo" should be carried out one year after the project is completed and put into use. Judging from the actual development of national and provincial green building evaluation signs, there are two problems: first, the design signs are only drawings, but in the actual construction process, it is often impossible to ensure the implementation of green building design technical measures because of engineering changes; Second, it took one year to apply for the operation logo, and due to the change of owners, incomplete preservation of process data, lack of corresponding incentive mechanism and other reasons, the enthusiasm for applying for the operation logo was not high. In fact, the current marking system lacks an intermediate link, which is a key link-the completion link. Guangzhou creatively established a green building completion sign system. In the future, after the green building projects in our city pass the completion acceptance, we can declare the green building completion sign to the municipal construction administrative department.
