The term "scientific and technological innovation" as mentioned in these Regulations refers to the activities engaged in scientific and technological research and development and scientific and technological service innovation. Article 3 The Municipal People's Government shall lead the work of scientific and technological innovation in the whole city, incorporate scientific and technological innovation into the national economic and social development plan, implement the national and provincial laws, regulations and policies for promoting scientific and technological innovation, and improve the system and mechanism for promoting scientific and technological innovation.
The District People's Government shall be responsible for the promotion of scientific and technological innovation within its administrative area. Article 4 The municipal administrative department of science and technology shall be responsible for the overall planning, guidance, coordination, supervision and management of the promotion of scientific and technological innovation in this Municipality, and organize the implementation of these Regulations.
Municipal development and reform, finance, taxation, finance, economy and trade, foreign trade, education, intellectual property, human resources and social security, state-owned assets management, planning, land and housing management, auditing and other relevant administrative departments. These Regulations shall be implemented in coordination according to their respective responsibilities.
The district administrative department of science and technology shall be responsible for the promotion of scientific and technological innovation within its jurisdiction, and other relevant administrative departments shall carry out the promotion of scientific and technological innovation in accordance with their respective responsibilities. Article 5 This Municipality regards scientific and technological innovation as the leading strategy of urban development, deepens the reform of scientific and technological system, strengthens collaborative innovation, promotes the close integration of science and technology with economy, and establishes a scientific and technological innovation system with government as the guidance, enterprises as the main body, market as the guidance, universities and scientific research institutions as the support, and Industry-University-Research as the combination.
The municipal and district people's governments should carry forward the spirit of scientific and technological innovation in the whole society, cultivate the awareness of scientific and technological innovation, and create a social atmosphere that encourages success and tolerates failure. Article 6 The Municipal People's Government shall prepare a plan for the development of scientific and technological innovation, and organize its implementation after being submitted to the Standing Committee of the Municipal People's Congress for examination and approval.
The development plan of scientific and technological innovation should include development strategy, objectives, investment, key areas and key projects, and safeguard measures.
Overall urban and rural planning, overall land use planning and financial budget should meet the needs of scientific and technological innovation and development. Article 7 The municipal administrative department of science and technology shall, according to the development plan of scientific and technological innovation, formulate the scientific and technological innovation plan, and be responsible for organizing the implementation of the scientific and technological innovation plan, relevant policies and measures to promote scientific and technological innovation, and major scientific and technological innovation activities. Article 8 The Municipal People's Government shall, according to the development plan of scientific and technological innovation, regularly publish the guide of scientific and technological innovation support projects to the society to provide guidance for enterprises, universities and scientific research institutions to carry out scientific and technological innovation activities. Article 9 The Municipal People's Government shall standardize the decision-making procedures of scientific and technological innovation, and establish a system of risk assessment, expert argumentation, participation of relevant enterprises and institutions and the public, and legality review involving public interests and safety. Article 10 The Municipal People's Government shall, in accordance with the principles of open nomination, scientific appraisal, practical inspection and high credibility, improve the reward system for scientific and technological innovation, clarify the recommendation conditions, establish and improve the evaluation rules and standards, and reward the following individuals and collectives who have made contributions to scientific and technological innovation in this Municipality:
(1) Creating huge economic or social benefits in scientific and technological innovation, transformation of scientific and technological achievements and industrialization of high and new technologies;
(2) Having made outstanding achievements in original innovation, integrated innovation, introduction, digestion, absorption and re-innovation;
(three) engaged in the basic work of science and technology and the popularization of scientific and technological knowledge and other social welfare science and technology undertakings, and achieved remarkable social benefits through practice;
(four) the use of advanced scientific and technological means to make major projects in the national economic and social development plan reach the domestic leading level;
(five) to make an important contribution to the promotion of foreign scientific and technological exchanges and cooperation in this Municipality;
(six) other individuals and collectives that should be rewarded. Eleventh municipal administrative department of science and technology shall, jointly with the relevant administrative departments, establish a scientific and technological information network platform to provide scientific and technological information inquiry services to the society.
The administrative department of science and technology and the relevant administrative departments shall provide and update the following scientific and technological information to the network platform in a timely manner, except those that cannot be disclosed according to laws and regulations:
(1) Laws and regulations on scientific and technological innovation;
(two) the development plan of scientific and technological innovation, scientific and technological innovation plan and policies and measures to promote scientific and technological innovation;
(three) the basic situation of science and technology enterprises, institutions of higher learning and scientific research institutions;
(four) the basic situation of scientific and technological consulting, evaluation, brokerage and other service institutions;
(five) the distribution and use of publicly funded or funded scientific and technological innovation platforms and large scientific research instruments, equipment and facilities that can be opened to the public;
(six) the technical categories, research contents and distribution of professional technology research and development platforms opened to the public by enterprises, institutions of higher learning and scientific research institutions;
(seven) scientific and technological innovation support project guide and high-end shortage of talent directory;
(eight) the introduction of venture capital in science and technology projects;
(nine) the conditions, procedures and time limit for the administrative license of scientific and technological innovation;
(ten) after the establishment of the project acceptance department, application conditions, application materials, audit procedures, audit time limit and fund disbursement procedures and time limit;
(eleven) the establishment, implementation, acceptance and performance evaluation of scientific and technological projects using financial funds;
(twelve) the scientific and technological research and development achievements and intellectual property rights of scientific and technological projects using fiscal funds;
(thirteen) other important scientific and technological information that can be made public.
Encourage enterprises, institutions of higher learning, scientific research institutions and scientific and technological service institutions to provide and timely update the relevant scientific and technological information of their own units to the scientific and technological information network platform.
