(2) For enterprises owned by the whole people sponsored by overseas offices, the labor employment indicators shall be submitted by overseas offices to the municipal government and the labor department for co-sponsorship and agreement, and then go through the formalities with the relevant departments. Article 9 Personnel management:
(1) The staff of overseas offices shall be selected from the administrative organs of Hangzhou City according to the principle of having both ability and political integrity; A few professionals can be transferred from enterprises and institutions owned by the whole people in Hangzhou with the consent of the municipal personnel or labor department. The transfer object is nominated or recommended by the director of the foreign office. After investigation by the municipal government, it is reported to the Municipal Personnel Bureau or the Municipal Labor Bureau for examination and approval, and then the transfer procedures are handled.
(2) If an overseas office needs to transfer its staff from its location, it shall apply to the municipal government and go through the transfer formalities only after the co-organizer agrees. Transferred personnel accounted for the formal establishment, transferred from overseas offices, should be transferred to the original execution unit.
(3) Middle-level cadres in overseas offices shall be nominated by the directors of overseas offices, and appointed and removed by overseas offices after the co-organizers report to the municipal government for examination and approval.
(four) the main person in charge of the foreign office needs to leave the place, and should report to the mayor or municipal government through the co-organizer; Employees leaving the premises must obtain the approval of the supervisor. Article 10 Labor wage management:
(a) the salary category standards for the staff of overseas offices shall be implemented in accordance with the relevant provisions of our province and our city.
(two) the leave system and the treatment of visiting relatives for the staff of overseas offices shall be determined according to the relevant provisions of our province and this Municipality and the actual situation of overseas offices.
(three) after the retirement of the staff of the overseas offices, the municipal government shall jointly organize or manage the overseas offices, and may also entrust the relevant units to manage them. Article 11 Financial management:
(a) foreign offices should strictly implement the financial discipline of the state and local governments, improve the financial system, and consciously accept the supervision of the municipal government and the relevant departments of finance, taxation and auditing.
(2) Enterprises entrusted by overseas offices shall carry out independent accounting, be responsible for their own profits and losses, implement the enterprise financial system, and accept the supervision of overseas offices and financial, taxation and auditing departments.
(three) the business entertainment expenses of overseas institutions and their custody enterprises shall be implemented in accordance with the relevant provisions of the state and our province and city, combined with the actual situation of the place where they are located.
(four) the overseas subsidies for the staff of overseas offices shall be implemented in accordance with the relevant provisions of the general office of the provincial government, the Provincial Department of Finance and the local authorities.
