Second: According to the Notice, there are four aspects to the use of credit records:
1. First, the purchaser or procurement agency should specify the inquiry channels and deadline of credit information inquiry, the specific ways of retaining credit information inquiry records and evidence, and the usage rules of credit information in the procurement documents. The purchaser or procurement agency shall screen the credit records of suppliers, and refuse to participate in government procurement activities for suppliers who are included in the list of persons who have been executed for breach of trust, the parties who have committed major tax violations, the list of records of serious violations of government procurement, and other suppliers who do not meet the conditions stipulated in Article 22 of the People's Republic of China (PRC) Government Procurement Law. If two or more natural persons, legal persons or other organizations form a consortium and participate in government procurement activities as suppliers, they shall inquire about the credit records of all members of the consortium. If any member of the consortium has a bad credit record, it is deemed that the consortium has a bad credit record.
2. Second, financial departments at all levels should inquire about relevant credit records in the selection and daily management of bid evaluation experts. Those with bad credit records such as bribery, bribery and fraud shall not be employed as bid evaluation experts, and those who have been employed shall be dismissed in time. If the bid evaluation experts are selected by themselves according to law, the purchaser or procurement agency shall inquire about the relevant credit records, and shall not select the personnel with bad credit records such as bribery, bribery and fraud.
3. Third, if the purchaser entrusts a procurement agency to handle government procurement matters, it shall inquire about its credit records and give priority to the procurement agency without bad credit records.
4. Fourth, the purchaser and the procurement agency shall properly keep the credit information of relevant entities and shall not use it for matters other than government procurement.
