People's governments of all provinces, autonomous regions and municipalities directly under the Central Government, ministries and commissions and institutions directly under the State Council:

Promoting the construction of affordable housing projects on a large scale is an important measure for the CPC Central Committee and the State Council to promote scientific development, accelerate the transformation of economic development mode, and safeguard and improve people's livelihood. In order to implement the decision-making arrangements of the CPC Central Committee and the State Council, comprehensively promote the construction of affordable housing projects, further strengthen and standardize the management of affordable housing, accelerate the solution of housing difficulties of low-and middle-income families, and promote the realization of the goal of living and living, with the consent of the State Council, we hereby put forward the following opinions:

I. General requirements and basic principles

(1) General requirements. To meet the requirements of the rapid development of industrialization and urbanization, we should thoroughly implement Scientific Outlook on Development, take housing security as an important part of government services, establish and improve the urban housing security system with China characteristics, reasonably determine the scope, methods and standards of housing security, improve the housing security support policies, and gradually form a sustainable investment, construction, operation and management mechanism for affordable housing projects. By the end of the Twelfth Five-Year Plan period, the coverage rate of affordable housing in China will reach about 20%, and efforts will be made to basically solve the housing difficulties of lower-middle-income and low-income families in cities and towns, effectively alleviate the housing difficulties of newly employed workers and significantly improve the living conditions of migrant workers.

(2) Basic principles. Housing security work should proceed from China's national conditions and meet the basic housing needs; Adhere to government leadership, policy support, and guide social participation; Insist on increasing the input of public finance, and at the same time give play to the role of market mechanism; Adhere to economy, applicability and environmental protection to ensure quality and safety; Adhere to the openness and transparency of the distribution process, and the distribution results are fair and just; Adhere to standardized management and constantly improve the housing security system.

Two, vigorously promote the construction of affordable housing projects focusing on public rental housing.

(1) Focus on the development of public rental housing. Public * * * rental housing is for families with housing difficulties with lower-middle income in cities and towns, newly employed workers without housing and migrant workers with stable employment in cities and towns. A single set of small apartment with a construction area of about 40 square meters mainly meets the basic living needs. The rent standard is reasonably determined by the people's governments of cities and counties according to the local conditions and the principle of slightly lower than the market rent. The development of public rental housing is of great significance for improving the housing supply and security system, guiding reasonable housing consumption, alleviating the housing difficulties of the masses, realizing the orderly flow of talents and labor, and promoting the healthy development of urbanization. All localities should appropriately increase the supply of public rental housing according to the actual situation, and large and medium-sized cities with large net population inflows should increase the proportion of public rental housing construction.

We will increase government investment in construction, comprehensively use policies and measures such as land supply, capital injection, investment subsidies, financial interest subsidies, and tax incentives to attract enterprises and other institutions to participate in the construction and operation of public rental housing, and increase the supply of public rental housing through multiple channels. Government-invested public * * * rental housing projects can be entrusted to enterprises for construction, which will be repurchased by city and county people's governments year by year. Public * * * rental housing projects will supply land by means of allocation and transfer, and the construction requirements and Xing Tao structure will be defined in advance as a prerequisite for land supply. At the same time, the * * * public rental housing project can plan and build supporting commercial service facilities, and manage and operate in a unified way to achieve a balance of funds. New ordinary commodity housing projects should plan and allocate a certain proportion of public rental housing, and the specific proportion and management measures shall be determined by the municipal and county people's governments. Development zones and industrial parks where migrant workers are concentrated should be planned in accordance with the principle of intensive land use, and key construction units or dormitory-type public rental housing should be provided for employers or park employees to live in. Adhere to the principle of who invests and who owns, and actively explore the investment recovery mechanism of public rental housing. All localities should promptly formulate measures for the administration of public rental housing.

In urban areas where there are many low-income families with housing difficulties and the supply of small-sized rental housing is insufficient, it is necessary to speed up the construction of low-rent housing and increase the proportion of physical distribution. Gradually realize the overall construction and parallel operation of low-rent housing and public rental housing.

(two) according to the actual situation, continue to arrange the construction of affordable housing and price-limited commercial housing. Standardize the development of affordable housing, strictly implement construction standards, and control the construction area of a single set within 60 square meters. Cities with higher housing prices should appropriately increase the supply of affordable housing and price-limited commercial housing.

(3) Accelerate the transformation of various shanty towns. The transformation of shanty towns (dilapidated houses) should adhere to the government-led and market-oriented operation, and give full play to the enthusiasm of all parties. The transformation funds should be properly subsidized by the government and reasonably borne by the residents. Enterprises should also arrange certain funds for the transformation of state-owned forest areas, reclamation areas and industrial and mining (including coal mines) shanty towns. The transformation of shanty towns should respect the wishes of the masses, expand their participation, and earnestly safeguard their legitimate rights and interests.

(4) Intensifying the renovation of dilapidated houses in rural areas. Pay close attention to the preparation of rural reconstruction plans, gradually expand the scope of areas subsidized by the central government, and increase local government subsidies. In accordance with the unified requirements, establish and improve the rural dangerous building archives management information system, improve the level of planning and design, and strengthen the supervision of funds and quality.

The third is to implement various support policies.

(1) Ensure land supply. The people's governments of cities and counties shall, according to the annual construction tasks of housing security planning and affordable housing projects, scientifically prepare the land supply plan, give priority to new construction land in the annual land use plan, and list the indicators separately, so as to ensure all the insurance. It is necessary to reserve projects in advance and implement them in specific plots, and strive to tap the potential and make full use of existing construction land. Involving new construction land, it is necessary to determine the plot in advance and carry out preliminary work such as land acquisition to ensure timely land supply. Reserve land and state-owned land to recover the right to use should be given priority to the construction of affordable housing. It is strictly forbidden to change the use of land for the construction of affordable housing, and those who change the use without authorization should be dealt with strictly according to law.

(2) Increase government input. The central government continued to increase financial subsidies. Local people's governments at all levels should give priority to affordable housing projects in financial budget arrangements and increase financial investment. In accordance with the principle of "taking overall responsibility at the provincial level and implementing it in cities and counties", the provincial government should make greater efforts to make overall plans to ensure that the project funds are in place in full and on time. After the loan risk reserve and management fee are withdrawn, the value-added income of housing provident fund will be used for the construction of low-rent housing and public rental housing. The proportion of land transfer income used for affordable housing construction and shantytown renovation is not less than 10%. Local government bond funds issued by the central government should be given priority for the construction of affordable housing projects such as public rental housing. In areas with insufficient public budget expenditure arrangements, it is necessary to increase the proportion of land transfer income and local government bond funds. Cities that have not completed the construction task of affordable housing projects may not build and purchase government office buildings.

(3) Standardize the financing purposes of corporate bonds. Eligible local government financing platform companies can issue corporate bonds or medium-term notes for the construction of affordable housing projects such as public rental housing. Local government financing platform companies should give priority to meeting the financing needs of affordable housing projects when issuing corporate bonds. Other enterprises undertaking affordable housing construction projects can also issue corporate bonds for project financing within the investment quota approved by the government. For the issuance of corporate bonds for the construction of affordable housing projects, priority shall be given to the examination and approval procedures.

(4) Increase credit support. On the basis of strengthening management and preventing risks, banking financial institutions can directly issue loans to public rental housing projects that are corporatized and meet credit conditions. For public rental housing projects invested by the government, banking financial institutions can issue loans to government financing platform companies that meet the conditions of municipalities directly under the central government, cities with separate plans and provincial capitals after rectification. If the financing platform company's loan repayment ability is insufficient, the government at the same level will make overall arrangements for repayment; Banking financial institutions can also provide loans to prefecture-level municipal government financing platform companies that meet the requirements after rectification, are approved by the head office and can ensure repayment of loans for public rental housing projects. Public rental housing projects invested and built by other cities and counties, after the provincial government makes overall arrangements for repayment sources, the provincial government designates a provincial-level financing platform company to borrow in accordance with regulations. Borrowers and local governments should ensure timely repayment and guard against financial risks and debt risks. When the loan interest rate for public rental housing construction falls, the lower limit is 0.9 times of the benchmark interest rate, and the loan term shall not exceed 15 years in principle. Expand the use of housing provident fund loans to support the construction of affordable housing pilot cities, focusing on supporting the construction of public rental housing.

(five) the implementation of tax relief policies. For low-rent housing, public rental housing, affordable housing and shanty towns, it is necessary to effectively implement the existing preferential tax policies for construction, sales and operation, and waive various administrative fees and government funds such as supporting fees for urban infrastructure.

Fourth, improve the planning and construction level and project quality.

(1) Optimize the planning layout and apartment design. It is necessary to regard the construction of affordable housing as an important part of urban and rural planning and overall land use planning, put forward clear requirements, rationally arrange the layout, and strictly implement mandatory standards such as seismic fortification and building energy conservation. Affordable housing is a combination of decentralized distribution and centralized construction. Around the construction of affordable housing, we should fully consider the needs of residents in employment, medical care, schooling and travel. , speed up the improvement of the public transport system, and simultaneously build supporting living service facilities. The huxing design of affordable housing should adhere to the requirements of small huxing, unified function, good matching, high quality, safety and reliability, reasonable layout, scientific use of space, and effectively meet the basic living functions, and encourage the optimization of huxing design scheme through public bidding and evaluation. Low-rent housing and public rental housing should provide simple and environmentally friendly basic decoration and have occupancy conditions.

At the same time, in the planning and design of affordable housing, it is necessary to implement the principles of land conservation, energy conservation and environmental protection, implement various measures of land conservation and intensive use, comprehensively promote the use of water-saving appliances, and build supporting sewage treatment and domestic garbage collection facilities. The reconstruction of rural dilapidated buildings should pay attention to natural lighting and ventilation, and vigorously promote building energy-saving technology.

(two) the implementation of project quality responsibility. In the construction of affordable housing projects, it is necessary to strictly implement the statutory project construction procedures, standardize the bidding behavior, and implement the project legal person responsibility system, contract management system and project supervision system. Strict inspection system for building materials. The project legal person shall bear the permanent responsibility for the building quality, and other participating units shall bear the corresponding responsibilities in accordance with the provisions on project quality management. The person in charge of the survey, design, construction and supervision unit and the person in charge of the project shall be responsible for life. Promote the establishment of a permanent identification system for housing construction quality responsibility and accept social supervision.

(3) Strengthen the supervision of project quality. All parties involved in the construction of affordable housing projects should establish and improve the quality management system and earnestly strengthen the quality supervision in the whole process of construction. Conduct survey, design, construction, supervision and acceptance in strict accordance with laws, regulations and mandatory standards, and strengthen supervision and inspection of project quality and construction safety. If there are illegal acts and the quality of the project does not meet the mandatory standards of the project, it shall be ordered to make rectification.

Five, establish and improve the issuance and operation supervision mechanism.

(1) Standard access review. City and county people's governments shall, according to the local economic and social development level, residents' income and housing conditions, reasonably determine the specific standards of housing difficulties and family income (property), and make regular adjustments and announce them to the public. Improve the system of housing security application, review, publicity, waiting and review. In conjunction with urban and rural housing construction, civil affairs, public security, taxation, finance and other departments and streets, communities, improve the family housing and economic conditions audit mechanism. The applicant for affordable housing shall truthfully declare the family housing, income and property status, and declare that he agrees to the audit institution to investigate and verify the family housing and assets. Where an audit institution investigates and verifies the applicant's housing, financial assets, vehicles and other properties, the relevant institutions shall provide convenience according to law. It is strictly forbidden to supply affordable housing to families that do not meet the housing difficulties standards in any form. Effectively prevent and severely investigate and deal with fraudulent rental and purchase of affordable housing, disguised welfare housing distribution and abuse of power for personal gain. To buy or rent affordable housing by false information, once verified, immediately correct, cancel its qualification to apply for buying or renting affordable housing again within five years. Establish housing security integrity files and improve the disciplinary system for dishonesty.

(2) Strict rental and sales management. Audited eligible families, the municipal and county people's governments shall arrange affordable housing within a reasonable waiting period. The specific waiting period shall be determined and announced by the municipal and county people's governments. Low-cost housing rental subsidies should be paid monthly or quarterly in a timely manner to ensure that they are fully paid before February 25. The lease contract for low-rent housing and public rental housing shall specify the rent, lease term and use requirements. The term of public rental housing lease contract is generally 3 to 5 years. If the lessee still meets the prescribed conditions after the expiration of the lease contract, he may apply for renewal of the lease. Affordable housing and price-limited commodity housing purchased for less than 5 years shall not be listed and traded. When placing affordable housing, it is necessary to clearly define the share of assets between the government and the buyers, and determine the distribution ratio of the proceeds from the sale of affordable housing according to the principle of government repurchase and due consideration of the legitimate rights and interests of the protected objects. Measures for adjusting the income from the listing and trading of price-limited commercial housing shall be formulated by the municipal and county people's governments.

(3) Strengthen the use management. City and county people's governments shall establish a housing security management information system, improve the files of affordable housing and security objects, and dynamically monitor the changes of family population, housing and economic status of housing security objects. Establish a public supervision mechanism, implement information disclosure and give full play to the role of social supervision. Regular inspection of the use of affordable housing, illegal sale, lending, leasing (subletting), idle, change of use and refused to rectify, in accordance with the relevant provisions or contractual agreements to be recovered. Intermediaries that illegally sell or rent affordable housing shall be punished according to law. Users of affordable housing shall use the housing in accordance with the relevant provisions and the contract, and shall not change the housing structure without authorization, which will affect the quality, safety and use function of the housing. Affordable housing communities can implement self-management and self-service, and can also hire professional institutions to provide property services.

(4) Improve the exit mechanism. Low-rent housing, public rental housing tenant's economic situation improved, or through the purchase, inheritance, gift and other ways to obtain other housing, no longer meet the corresponding housing security conditions, it shall vacate within the prescribed time limit; If you don't vacate within the time limit, pay the rent according to the market price. The purchaser of affordable housing obtains other housing through purchase, inheritance or gift. , and no longer meet the security conditions of affordable housing, should withdraw from affordable housing, or obtain full property rights by paying land income. Those who refuse to accept the exit management may apply to the people's court for compulsory execution according to the regulations or the contract.

Six, strengthen organizational leadership, and further implement the responsibility of local governments.

(1) Establish the target responsibility system. The provincial people's government shall take overall responsibility for the work of affordable housing projects in the region; City and county people's governments are responsible for the implementation of the preliminary work of the project, construction funds, land supply, project quality supervision, affordable housing rental management and use supervision. The provincial people's governments should guide the people's governments of cities and counties, strengthen the construction of housing security management institutions and specific implementation institutions, enrich the staff, and implement the work funds. It is necessary to strengthen organizational leadership, supervision and inspection, make careful arrangements, carefully implement, pay attention to summing up experience, optimize examination and approval procedures, simplify procedures, and build affordable housing projects into clean, safe and assured projects.

(two) the overall arrangement of the annual construction tasks. It is necessary to adjust measures to local conditions, scientifically formulate construction plans, and make overall arrangements for annual construction tasks, instead of "one size fits all". During the "Twelfth Five-Year Plan" period, the construction goal of the national affordable housing project is a binding indicator of economic and social development. All provinces, autonomous regions and municipalities directly under the Central Government shall, according to the objectives and tasks, declare on demand, compile local affordable housing construction plans from bottom to top, and decompose the tasks into annual ones. It is necessary to clarify the construction tasks, investment plans, land use plans and sources of funds for the 20 12 year affordable housing project as soon as possible. The people's governments of cities and counties shall formulate the annual implementation plan according to the plan, carry out preliminary work as soon as possible, implement funds and land, and ensure the smooth implementation of construction tasks as planned. City and county people's governments shall announce to the public the annual construction plan, commencement and completion of affordable housing projects, as well as the project name, construction address, construction method and total number of construction units.

(3) Establish an assessment and accountability mechanism. All regions and relevant departments should strengthen supervision and inspection of the construction of affordable housing projects and fully implement various tasks and policies and measures. The Ministry of Housing and Urban-Rural Development and other relevant departments should formulate specific assessment methods. The Ministry of Housing and Urban-Rural Development, the Ministry of Supervision and other relevant departments should establish an interview and accountability mechanism to interview government leaders in areas where project funds and land are not implemented, policies and measures are not in place, and construction progress is slow. For areas that have not completed the annual objectives and tasks, the Ministry of Supervision, the Ministry of Housing and Urban-Rural Development and other departments should hold their government leaders accountable as appropriate. It is necessary to strictly standardize the construction procedures of affordable housing projects and strengthen the supervision of funds. The staff of the government and its relevant functional departments who abuse their powers, neglect their duties, engage in malpractices for selfish ends and neglect their duties in the construction, distribution and management of affordable housing projects should be investigated for responsibility according to law and discipline; Those suspected of committing a crime shall be transferred to judicial organs for handling.
