Article 1 In order to implement the requirements of the 16th National Congress of the Communist Party of China on promoting informatization, implement the spirit of the Outline of the Tenth Five-Year Plan for National Economic and Social Development and the Notice of the General Office of the State Council on Forwarding the Guiding Opinions of the National Leading Group for E-government Construction (Zhong Ban [2002] 17), effectively promote and standardize the informatization construction.
Article 2 The informatization of construction industry mainly includes three aspects: e-government construction of construction industry, informatization construction of construction industry and informatization construction of construction enterprises. These Measures focus on the construction of e-government of the Ministry of Construction, guide and drive the informatization of local construction administrative departments, and actively promote and guide the informatization of the whole construction industry and construction enterprises.
Article 3 The objectives of informatization construction are:
1, through e-government construction, improve the scientific decision-making level of construction administrative departments at all levels, transform government functions, promote administration according to law and open government affairs, strengthen government supervision, and improve work efficiency and service quality.
2, the use of information technology to upgrade the traditional construction industry, the establishment of the construction industry information standard system, improve the information technology policy, standardize the construction of information systems.
3. Encourage and guide enterprise informatization construction, optimize enterprise resource allocation, improve enterprise management level and enhance enterprise market competitiveness.
Article 4 The government information work of the Ministry of Construction shall implement unified planning, unified leadership, unified organization, unified standards and unified acceptance, so as to promote the sharing and healthy development of government information resources in the construction field.
Chapter II Organizational Structure
Article 5 A leading group for informatization work of the Ministry of Construction (hereinafter referred to as the "leading group") shall be established. The leading group is the leading decision-making body of the informatization work of the Ministry of Construction, and is responsible for the centralized management of the informatization work of construction. The leader of the leading group is the Minister of Construction.
Article 6 The Information Leading Group of the Ministry of Construction has an office (hereinafter referred to as "Information Office"). The Information Office is the office of the leading group, which belongs to the Science and Technology Department of the Ministry. The Director of Information Office is also the Director of Science and Technology Department.
Article 7 Each department of the Ministry of Construction shall designate a division-level leader to be responsible for the informatization work of the unit, and a division-level cadre to be responsible for the specific informatization work of the unit.
Article 8 The members of the leading group and the members of the Information Office are respectively composed of department-level leaders and department-level cadres in charge of information work of relevant departments. The adjustment shall be proposed by the Science and Technology Department in conjunction with the Personnel Department in consultation with relevant departments and submitted to the leaders of the Ministry for approval.
Ninth the establishment of the Ministry of construction information expert committee. The expert committee is the advisory body of the leading group and the Information Office, and its members are appointed by the leading group.
Chapter III Job Responsibilities
Article 10 Responsibilities of the Leading Group
1, implement the principles and policies of the CPC Central Committee and the State Council on information work.

3. To study, examine and approve and issue relevant policy documents on the informatization construction of construction undertakings.

Article 11 Responsibilities of the Information Office
1. Organize investigation and study on major issues such as the development strategy and overall planning of construction informatization, be responsible for drafting the development strategy and planning of construction informatization, and put forward policy suggestions to the leading group.
2, responsible for promoting the development of e-government, organize the review of e-government system construction scheme, in accordance with the relevant provisions of the state on e-government project construction information security and confidentiality management, organize the construction of e-government security system.
3, cooperate with the standard quota department, organize the preparation of building information related standards. Organize and coordinate the construction of information sharing platform and database, the development and utilization of important information resources of the Ministry of Construction, promote cross-industry and inter-departmental interconnection, coordinate problems in the implementation of construction, and avoid repeated development and construction.
4. Organize the pilot demonstration of informatization in construction industry, and guide the development of informatization in construction industry and enterprises. Organize relevant statistical investigation and training.
5, responsible for organizing the evaluation of software and hardware construction. Organize and carry out international cooperation and exchanges related to the construction of informatization.
6, responsible for organizing information engineering construction and product quality classification and evaluation.
7. Liaise with the State Council Information Office, National Development and Reform Commission, Ministry of Information Industry and other national information construction departments; Responsible for the organization, coordination, supervision and inspection of the informatization work of all units in the Ministry; Guide the informatization work of local construction administrative departments.
8. Implement the resolution of the leading group and organize other work assigned by the leading group.
Twelfth the responsibilities of the relevant business departments of the Ministry of construction in the information work.
1. Each business department is responsible for putting forward the overall demand analysis report and planning and construction plan for the informatization development of the industry according to the overall planning of informatization construction, and is responsible for the specific construction work of the industry.
2, all business departments according to the overall planning of the construction of information work, actively cooperate with the information office to carry out the work.
3. The General Finance Department is responsible for financing and operational verification of government information projects that have been included in the plan of the Ministry of Construction.
4, the general office is responsible for the coordination of the Ministry of government information engineering construction process related issues.
5. The Standard and Quota Division is responsible for organizing the formulation, approval and release of information standards.
6, science and technology department is responsible for the Ministry of information technology project establishment and organization and implementation.
7. The information center is responsible for the maintenance, training, service and daily management of LAN resources, security management and information resources.
Article 13 The responsibilities of the informatization expert committee of the Ministry of Construction
1, study the development trend of construction informatization, and provide information and suggestions to the leading group and the information office;
2. Participate in the research and construction of informatization development strategy, technical policy, development plan, annual plan and major scientific and technological projects.
3 to participate in the feasibility study report, planning and design scheme and project acceptance review of the Ministry of information technology projects.
4. Undertake other tasks entrusted by the leading group and the Information Office.
Chapter IV Working Procedures
Article 14 Meeting system:
1, regular meeting system. The leading group generally holds a working meeting once a year to listen to the report of the Information Office, study the related issues of the informatization work of the Consulting Department, and consider the annual work summary and the second year work plan submitted by the Information Office; The Information Office generally holds a meeting of office members every six months to study and build information related work.
2. Thematic meeting system. In view of the important problems in the construction of informatization, the leader or deputy leader of the leading group will hold a special meeting of leading group members.
3. The topics of regular meetings and special meetings shall be signed and approved by the Information Office to the deputy head and leader of the leading group, and the meeting shall be arranged according to the instructions of the leaders. The meeting notice is generally delivered to the participants 2 days in advance. The information office is responsible for organizing and preparing meeting materials. The information office will designate a special person to record and sort out the minutes of the meeting. After the minutes of the meeting are verified by the director of the Information Office, they will be sent to the leader or deputy leader of the leading group for approval and issuance.
4. Matters decided by the meeting should be carefully implemented in accordance with the clear division of responsibilities of the meeting, and the Information Office is responsible for implementing coordination and reminders according to the requirements of the meeting decision.
Fifteenth Information Office is responsible for drafting the annual work plan and summary of the Ministry of Information Technology, putting forward suggestions on relevant work funds and reporting them to the leading group for examination and approval.
Sixteenth government information project management
1. The Information Office is responsible for organizing the drafting of the feasibility study report of key construction informatization projects, submitting it to the leading group for examination and approval after expert review, and applying to the national competent department for project approval.
2. Each business department shall submit a feasibility study report to the Information Office, and the Information Office shall organize an expert review meeting and report it to the leading group for approval before implementation.
3 information office should seriously study and check the government information project construction plan included in the Ministry, and seriously supervise and inspect the implementation process, coordinate and solve the problems in the implementation process.
4, each department is responsible for the implementation of the Ministry of information technology projects, in the construction process, the project responsible units should regularly submit project construction reports to the Information Office. After the completion of the project, the work summary of the project construction shall be submitted. The Information Office is responsible for organizing the project acceptance and reporting the acceptance results to the leading group.
