He is the founder of the Institute of Public Projects and Engineering Cost (IPPCE) of Tianjin University of Technology and the Cost Engineer Training Center (TCCCE) of Tianjin University. He is the vice chairman and executive director of China Construction Engineering Cost Management Association (CECA) and the chairman of the National Engineering Cost Education Expert Committee (Ministry of Construction).
