Article 2 The Shandong Provincial Economic and Information Commission (hereinafter referred to as the Provincial Economic and Information Commission) is responsible for the filing management of low-speed electric vehicle manufacturers and products. Chapter III Filing Conditions for Production Enterprises

Article 10 An enterprise engaged in the production of low-speed electric vehicles shall meet the following conditions:

(1) Abide by national laws, regulations, relevant rules and regulations and national industrial policies;

(two) whether the enterprise registration, project construction, environmental protection, fire safety, etc. comply with the relevant provisions of the state;

Eleventh enterprises to apply for low-speed electric vehicle production enterprises for the record, should provide the following information to the Provincial Economic and Information Committee:

(1) Application for filing of low-speed electric vehicle manufacturers (see Annex II);

(two) the report that the enterprise self-evaluation meets the requirements of production filing conditions;

(3) A photocopy of the business license of the enterprise as a legal person;

(four) the approval documents of enterprise project construction, environmental protection and fire safety;

(six) the audit opinions of the local industry authorities.

Enterprises that have no problems in publicity can file and declare their products.

Chapter IV Product Testing

Fourteenth low-speed electric vehicle product testing shall be undertaken by qualified testing institutions organized by the Provincial Quality Supervision Bureau.

Fifteenth testing institutions should be strictly in accordance with the relevant national standards and other requirements for product quality and operational safety technical conditions for inspection.

Testing institutions that issue false reports shall be dealt with by the Provincial Quality Supervision Bureau according to law, and their testing qualifications shall be cancelled. Those who violate the law shall be investigated for legal responsibility according to law.

Sixteenth low-speed electric vehicle products produced by enterprises, after testing by testing institutions, meet the relevant national standards and operating safety technical conditions, production enterprises can apply to the provincial economic and information committee for product filing.

Chapter V Product Filing

Seventeenth enterprises that have passed the on-site assessment of production conditions shall provide the following information to the Provincial Economic and Information Committee when applying for the record of low-speed electric vehicle products:

(a) the main technical parameters and main configuration records;

(2) Description of the new technology and structure of the product;

(3) enterprise product standards for the record;

(four) the vehicle quality and safety inspection report issued by the inspection agency;

(five) the product certificate sample;

(six) other circumstances that need to be explained.

Article 18 The Provincial Economic and Information Committee entrusts an intermediary agency to review the technical data of products submitted by enterprises, organize experts to the production site of enterprises to conduct product consistency review when necessary, and report the product review report to the Provincial Economic and Information Committee.

Nineteenth Provincial Economic and Information Committee shall review the product review report submitted by the intermediary agencies, and publicize the products that meet the requirements on the website of the Provincial Economic and Information Committee for 7 working days.

Twentieth Provincial Economic and Information Committee according to the publicity results, to meet the conditions of production for the record of enterprises and products in the form of "directory" published; Enterprises that do not meet the conditions for production filing may, in principle, re-apply for production filing after 6 months.

Article 21 If the production conditions of low-speed electric vehicle enterprises listed in the catalogue change, such as relocation or new production capacity, the changed production conditions shall be re-evaluated and put into production only after reaching the record conditions.

Article 22 The Provincial Economic and Information Committee shall, according to the needs of the management of low-speed electric vehicles, regularly review the production consistency guarantee of enterprises and products, and revoke illegal enterprises and products such as unqualified production conditions, no guarantee of product consistency, transfer of production qualifications, and fraud from the catalogue.

Chapter VI Product Sales Management

Article 23 Low-speed electric vehicle production enterprises shall, with reference to the Measures for the Administration of Vehicle Identification Codes (for Trial Implementation) (Announcement No.66 of the National Development and Reform Commission in 2004), formulate an enterprise product code identification system and report it to the Provincial Economic and Information Committee and the Provincial Public Security Department for the record.

Article 24 When low-speed electric vehicles are sold out of the factory, the production enterprise shall print the product identification code of the enterprise for each vehicle, and the printing position of the product identification code shall be uniform, firm and easy to check. At the same time, the trademark of the manufacturer and the name of the enterprise or the place of origin of the goods should be marked in a prominent position outside each car. Where a commodity trademark already contains the geographical indication of the production enterprise, the origin of the commodity may no longer be marked.

Twenty-fifth production enterprises to sell low-speed electric vehicles, low-speed electric vehicles should be issued by the factory certificate, the certificate style and technical parameters refer to the automobile product factory certificate. Production enterprises should establish certificate distribution files and strengthen certificate management.

Article 26 A low-speed electric vehicle manufacturer shall establish a product sales and after-sales service management system, establish a user file for each vehicle, establish an after-sales service organization in the product sales area, implement the quality information feedback mechanism and after-sales service system, and provide at least 1 year product quality assurance and at least 2 years after-sales tracking and maintenance service for each vehicle.

Article 27 If a production enterprise finds that the products have serious problems affecting safety, environmental protection, energy saving and theft prevention, it shall immediately stop producing and selling related vehicle products, recall the vehicles that have been sold, and report to the Provincial Economic and Information Committee and the Provincial Quality Supervision Bureau in a timely manner.

Twenty-eighth low-speed electric vehicle production enterprises should constantly improve the production and testing equipment, ensure product quality, improve the ability of independent innovation, and constantly optimize the product structure to meet the needs of the market and customers.

Chapter VII Operation Management

Twenty-ninth low-speed electric vehicles are allowed to run on roads below grade two (including grade two); The traffic range of urban roads is determined by the local government according to the traffic flow and other traffic conditions. Thirty-second low-speed electric vehicle traffic accidents, according to the relevant provisions of motor vehicle traffic accidents.
