The discount card is the abbreviation of the discount card for retired soldiers in People's Republic of China (PRC), the discount card for survivors of martyrs and the discount card for soldiers who died in the line of duty. Concession cards are uniformly issued by the Department of Veterans Affairs, which is the carrier of the holder's honor and the voucher for enjoying preferential treatment. According to the unified deployment of the Department of Veterans Affairs, the relevant requirements of the Notice of the Department of Veterans Affairs on Printing and Distributing Special Care Cards for Veterans and Other Entitled Persons (for Trial Implementation) and the notice of Hunan Veterans Affairs Department, Hunan Provincial Department of Finance, Changsha Central Branch of China People's Bank and Hunan Supervision Bureau of China Banking Regulatory Commission, China started the application for special care cards for veterans and other entitled persons in an all-round and orderly manner on April 8, 2022. The relevant matters are hereby announced as follows.
1. The applicant meets the provisions of the Measures for the Administration of Privileged Cards for Retired Soldiers and Other Special Entitled Persons (Trial) issued by the Department of Veterans Affairs, including veterans, martyrs, soldiers who died in the line of duty, and survivors of deceased soldiers.
Retired soldiers refer to the officers, non-commissioned officers and conscripts of the China People's Liberation Army who retired from active service according to law, and the police officers, police officers and conscripts of the Chinese People's Armed Police Force who retired from active service according to law.
Martyrs, soldiers who died in the line of duty and survivors of deceased soldiers refer to their spouses, parents (caregivers), children and their brothers and sisters who have the obligation to support them.
Second, the application method
(1) On-site application. Applicants (including guardians and trustees who apply on their behalf) bring relevant materials to the street veterans service station where the household registration is located or where the permanent residence is located to apply.
(2) Apply at home. For those who are older, unable to take care of themselves or stay in bed for a long time, it is not convenient to apply on the spot. I and my family members can contact the street veterans service station nearby to apply for home entry.
III. Materials required for application
The applicant shall, in accordance with the regulations, go to the street service station of retired soldiers where the household registration is located or where the permanent residence is located to improve the information of filing the card, and then apply for a preferential card.
(1) Materials to be prepared for filing and setting up cards:
1. Materials required by retired soldiers. (1) ID card; (2) household registration book; (3) Demobilization certificates, retirement certificates, military retirement certificates, retirement certificates and other identification materials for retired soldiers; (4) Other required materials or certificates, such as "People's Republic of China (PRC) disabled soldiers Certificate" and meritorious service awards.
2. Materials required by martyrs, soldiers who died in the line of duty, and survivors of deceased soldiers. (1) ID card; (2) household registration book; (3) certificate of martyrs, certificate of soldiers who died in the line of duty, certificate of soldiers who died, etc. ; (4) Proof of the relationship with martyrs, soldiers who died in the line of duty, and soldiers who died, including but not limited to: proof of kinship, marriage certificate, household registration book (the applicant is in the same household registration book as martyrs, soldiers who died in the line of duty, and soldiers who died in the line of duty), birth certificate, etc.
(two) retired soldiers and other entitled groups who have completed the establishment of the file card shall provide the following information when applying for the preferential card:
1. I apply for the required materials. (1) ID card; (2) Recent color electronic ID photo 1 inch, bareheaded front and white background (specification: 352 pixels (width) *440 pixels (height), JPEG format, resolution: 300DPI, size: 20k-50K).
2. Materials to be provided for entrusting others to apply. In addition to the applicant's ID card and photo, you also need the trustee's ID card and the original written power of attorney. The written power of attorney shall specify the client's name and ID number, the reasons for entrustment, the entrusted matters, the relationship between the client and the trustee, the name and ID number of the trustee, etc. , and signed by the client.
3. The materials required for the guardian's application. In addition to the applicant's ID card and photo, it is also necessary to provide the guardian's ID card and guardianship certificate, including but not limited to: household registration book, notarial certificate of guardianship relationship, birth medical certificate, or certification materials of the ward's unit, residence community (village) or guardian appointed by the people's court.
4. Non-registered objects in our district. To apply for issuing preferential cards in Hunan Province, while meeting the basic application conditions, you should also provide proof materials of continuous payment of social security in Hunan Province for more than 2 years.
Fourth, the application time
From April 8, 2022 to February 3, 2022 1 day, the application for preferential treatment card was carried out in an all-round and orderly manner, and it began to be normalized on June1day, 2023.

Eligible applicants should, in principle, apply for a preferential card at the street service station where they are registered. An object who does not live in the place where the household registration is located may apply for a preferential card at the street service station where his permanent residence is located. Considering the need of epidemic prevention and control, Kaifu District adopts orderly application in stages and batches to avoid crowds getting together. Please strictly abide by the requirements of epidemic prevention and control, pay close attention to the information released by Kaifu District Veterans Affairs Bureau, and make reasonable arrangements. You can fill in the information and prepare relevant materials in advance according to the Annex form to make an appointment.
During the epidemic prevention and control period: make an appointment through the official WeChat account of Kaifu District Veterans Affairs Bureau, and apply at two sites: Kaifu District Veterans Employment and Entrepreneurship Smart Service Center and Sifangping Street Veterans Service Station.
