(a) Sports as a place for business activities;
(two) fitness, competition, performance, rehabilitation and tourism activities related to sports;
(three) sports training, sports information consultation, sports intermediary and sports brokerage activities;
(four) sports enterprises sponsor, develop sports intangible assets and use sports competitions for business activities;
(5) Other sports business activities. Article 4 The management of sports market shall follow the principles of opening up and invigorating, cultivating and supporting, correctly guiding and standardizing services. Article 5 The sports administrative department of the people's governments at or above the county level shall be responsible for the supervision and management of the sports market within their respective administrative areas.
The relevant administrative departments of industry and commerce, public security, health and so on shall do a good job in the supervision and management of the sports market within the scope of their respective duties. Article 6 The sports administrative department shall perform the following duties:
(a) to publicize and implement the laws and regulations on the management of sports market;
(two) to formulate the sports market development planning and management system;
(three) to examine and approve the sports business activities of high-risk sports and issue sports business licenses;
(four) the record management of non-high risk sports and other sports business activities;
(five) supervision and inspection of sports business activities, investigate and deal with illegal acts according to law;
(six) issued by the professional social sports instructor qualification certificate;
(seven) examination and approval of business sports competitions with administrative area names;
(eight) other duties as prescribed by laws and regulations. Article 7 The autonomous region encourages and supports the industrial development and business development of traditional ethnic sports such as horse racing and boxing, and may adopt special policies and flexible measures for the industrial development of traditional ethnic sports. Eighth autonomous regions encourage domestic and foreign organizations and individuals to invest in the establishment of sports industry, encourage and support sports operators to train outstanding sports talents, and carry out sports activities that are highly ornamental and popular with the masses.
Preferential policies for cultivating the sports market and developing the sports industry shall be formulated separately by the people's government of the autonomous region. Chapter II Bid and Management Article 9 Operators engaged in sports market activities shall meet the following conditions:
(a) the name and place suitable for sports activities;
(2) Having the necessary funds and venues and equipment that meet the national standards;
(3) Professional social sports instructors suitable for business projects;
(four) meet the requirements of safety, hygiene and technical conditions;
(5) Other conditions stipulated by laws and regulations. Article 10 To apply for a business license for high-risk sports, the following materials shall be submitted to the local sports administrative department:
(1) An application for the business license of high-risk sports;
(2) Site, equipment and materials related to the equipment;
(3) Qualification materials of professional social sports instructors;
(4) Relevant materials of rescue facilities and rescuers;
(5) Relevant materials that meet the national compulsory sports service standards;
(six) other materials as prescribed by laws and regulations.
The sports administrative department of the people's government at or above the county level shall conduct on-the-spot verification within 30 days from the date of receiving the application. Meet the statutory conditions, it shall issue a sports business license; If it does not meet the statutory requirements, it shall notify the applicant in writing and explain the reasons. Eleventh operators of high-risk sports events can only register with the administrative department for industry and commerce after obtaining the sports business license.
"Sports Business License" is uniformly printed by the sports administrative department of the autonomous region. Twelfth operators engaged in non-high-risk sports and other business activities shall, within 30 days from the date of industrial and commercial registration, file with the local sports administrative department and submit the following materials:
(1) Business license and identity certificate of the legal representative;
(2) Qualification certificates of premises, equipment and equipment;
(three) professional social sports instructor qualification certificate. Thirteenth high-risk sports operators, business content and places and other administrative licensing matters shall not be changed without authorization. If it is really necessary to change, it shall go through the registration of change at the original licensing authority.
If the filing items of non-high-risk sports and other sports business activities change, they shall be re-filed. Fourteenth high-risk sports are determined according to the catalogue published by the sports administrative department of the State Council.
The catalogue of non-high-risk sports events shall be determined and announced by the sports administrative department of the autonomous region according to the laws and regulations and the sports events announced by the state, combined with the actual situation of the autonomous region. Fifteenth stadiums (gymnasiums) and other places shall not accept business sports competitions, performances and other sports business activities without the permission or filing of the sports administrative department. Article 16 The sports administrative department of the autonomous region shall be responsible for the supervision and management of international, national and regional business sports competitions, performances, exhibitions and exhibitions.
The administrative office of the Union, the sports administrative department of the municipal people's government divided into districts and the sports administrative department of the people's government at the county level shall be responsible for the supervision and management of business sports competitions, performances, exhibitions and exhibitions within their respective administrative areas.
