Main responsibilities:

(four) responsible for promoting the balanced development of compulsory education and promoting educational equity, and responsible for the macro guidance and coordination of compulsory education; To guide ordinary senior high schools, preschool education and special education; Implement the basic requirements and teaching documents of basic education, organize the compilation of local teaching materials and supplementary teaching materials for basic education, and fully implement quality education; Guide the city's education supervision, organize the supervision, inspection, evaluation and acceptance of secondary and below secondary education and youth literacy; Responsible for monitoring the development level and quality of basic education; Supervise and implement the setting standards, basic teaching requirements and basic teaching conditions of various schools (including private education) in primary and secondary education.
(five) to guide the development and reform of employment-oriented vocational education, and to implement the professional catalogue of secondary vocational education, teaching guidance documents and teaching evaluation standards; Responsible for the construction of teaching materials and vocational guidance for secondary vocational education.
(six) to guide the reform and development of higher education, and to implement the catalogue of higher education disciplines and teaching guidance documents; Coordinate and guide all kinds of higher education and continuing education.
(seven) to guide the ideological and political work, moral education, sports health and art education, national defense education and safety and stability in schools at all levels.
(eight) in accordance with the relevant provisions, responsible for the management of cadres within the scope of authority.
(nine) in charge of the work of teachers in the city. Responsible for the implementation of the qualification system for teachers in all kinds of schools at all levels in the city; Responsible for the recognition and reward of the education system; Centralized management of continuing education for teachers and educational administrators; Coordinate and guide the reform of internal personnel and distribution system in schools at all levels; Guide the construction of talent team in the education system.
(ten) to formulate the enrollment plan of municipal secondary schools and implement the enrollment plan of colleges and universities; Guide normal universities to carry out employment and entrepreneurship for college graduates.
(eleven) responsible for the scientific research work of the management education system; Responsible for the information construction of the education system; Organize relevant schools to undertake the implementation of national, provincial and municipal major scientific research projects; Organize and guide educational exchanges and cooperation with foreign countries, and be responsible for educational exchanges and cooperation with foreign countries, Hong Kong, Macao and Taiwan.
(twelve) to implement the principles and policies of the national language and writing work, and to formulate the city's language and writing work plan; Responsible for promoting Putonghua.
