14. According to the authorization, be responsible for coordinating the maritime business management between the jurisdiction and Hong Kong and Macao.

Responsible for the management and guidance of planning, capital construction, financial accounting, fixed assets, fees, cadres and personnel, labor wages, social insurance, technical equipment, science and technology education, government information, party and mass, auditing, discipline inspection and supervision, public security, spiritual civilization construction, publicity and other work within the scope of this bureau.
