Main responsibilities of People's Republic of China (PRC) Guangdong Maritime Safety Administration

1. Implement national and local laws, regulations and norms on marine management, environmental protection, water traffic safety, navigation safety and inspection of ships and water facilities, safeguard national rights and interests, formulate detailed rules for the implementation of relevant multilateral and bilateral international treaties in light of local actual conditions, and supervise the implementation.

2. To manage the examination and issuance of operation manuals and documents for the registration of international and domestic navigation ships and the legal equipment of ships within the jurisdiction; Responsible for the management of foreign ships inside and outside the jurisdiction, hearing the applications of foreign ships (including Hong Kong and Macao ships) to enter the unopened waters or ports in the jurisdiction, and reporting them for examination and approval according to the prescribed procedures; Accept the application for certification and audit of safety management system of waterway transport enterprises within their jurisdiction.

3. According to the authorization, be responsible for formulating the qualification standards of ship inspection and pilot agencies and crew management companies, reviewing and supervising the qualifications and quality system of crew and pilot training institutions, and guiding and managing the ship owners and operators to implement relevant laws, regulations and international conventions.

According to the authorization, be responsible for the management of training, evaluation, examination and certification of seafarers' competency certificates, the issuance and management of seafarers' service books, seafarers' certificates and exit certificates, and the management of professional and special training of seafarers and their examination and certification; Responsible for the coordination, management and business guidance of crew training, examination and certification functions of each branch; Responsible for organizing the implementation of the national unified examination of Guangzhou seafarers' competency certificate, and managing the crew training certification and duty sub-committee of the International Maritime Research Committee.

5 responsible for the disposal, investigation and handling of water traffic accidents, pollution accidents and water traffic violations within the jurisdiction; Coordinate and guide the seasonal safety work of ships in the area under their jurisdiction, such as lightning protection, typhoon prevention, flood control and dry season; Organize water search and rescue work; Responsible for dangerous goods transportation and management consulting business.

6. To be responsible for the port state and flag state supervision and safety inspection, ship safety inspection, import and export shore inspection of international sailing ships, entry and exit visas for domestic sailing ships, compulsory pilotage, safety supervision of ships carrying dangerous goods and other goods, berthing safety supervision, and supervision of preventing ships from polluting waters.

7. According to the authorization, be responsible for organizing and coordinating the emergency response to oil spill on water.

8 responsible for coastal state supervision, water patrol, navigation environment management and navigation order maintenance, water and underwater construction operation audit and supervision and management, navigation warning (communication) and other work. ; Responsible for the planning and construction of VTS system within the jurisdiction and the maintenance of VTS system equipment in South China; Review the designation of anchorage, important waters and the use of port coastline.

9. Entrusted by the Maritime Safety Administration, supervise and manage the ship inspection work within the prescribed jurisdiction; Responsible for the management of the inspection industry of ships and offshore facilities and the management of statutory inspection and certification of ships and offshore facilities; Examining and managing the qualifications of ship inspection agencies; Organize the examination of ship surveyors and assist in issuing certificates; Acting as an agent to supervise and manage the institutions established in China by the ship inspection agencies inside and outside the jurisdiction; Accepting ship inspection complaints, participating in the investigation of major average accidents, and coordinating the relationship between inspection agencies in all aspects; Maintain and manage the national ship inspection database, and be responsible for the daily management of the ship inspection sub-committee of the International Maritime Research Committee.

10. According to the authorization, be responsible for the statutory inspection of ships, water facilities and seafood within the jurisdiction of Guangdong, and issue inspection certificates; Responsible for the examination and approval of the technical conditions of production in township shipyards and the examination and certification of shipyard welders; Undertake legal inspection authorization.

1 1. To be responsible for the planning, construction and management of public navigation AIDS for maritime trunk lines and navigation AIDS for major coastal ports in the South China Sea, as well as the approval and supervision of the setting of special navigation AIDS for professional units.

12. According to the authorization, be responsible for the exploration, basic investigation, hydrological observation, data collection, compilation and distribution of relevant nautical books and materials in the South China Sea.

13. Be responsible for the management of water safety communication, ships and coastal radio stations within the jurisdiction according to the authorization.

14. According to the authorization, be responsible for coordinating the maritime business management between the jurisdiction and Hong Kong and Macao.

15. Responsible for the management and guidance of planning, capital construction, financial accounting, fixed assets, fees, cadres and personnel, labor wages, social insurance, technical equipment, science and technology education, government information, party and mass, auditing, discipline inspection and supervision, public security, spiritual civilization construction, publicity and other work within the scope of this bureau.

16. Undertake other tasks assigned by superiors.
