According to Article 10 of the Regulations on Motor Vehicle Registration, if a registered motor vehicle is under any of the following circumstances, the owner of the motor vehicle shall apply to the vehicle management office for change of registration:
(1) changing the color of the car body;
(2) Replace the engine;
(3) replace the car body or frame;
(4) Replacing the whole vehicle due to quality problems;
(five) the nature of the use of operating motor vehicles to non-operating motor vehicles or non-operating motor vehicles to operating motor vehicles has changed;
(six) the motor vehicle owner's household registration moved out or moved into the jurisdiction of the vehicle management office.

Provisions on motor vehicle registration:
Fifteenth any of the following circumstances, shall not apply for registration of change:
(a) to change the brand, model and engine model of a motor vehicle, except the engine licensed by the competent department of motor vehicle products in the State Council;
(2) Changing the registered motor vehicle shape and relevant technical data, except as otherwise provided by laws, regulations and national mandatory standards;
