Article 4 The construction goal of the engineering center is to form an engineering verification environment for the industrialization of scientific and technological achievements and the ability to conduct technical and economic analysis and engineering evaluation of scientific and technological achievements; Build a first-class technical innovation development and system integration team; Form the sustainable development ability of continuous innovation and promote the technological progress of the industry.
Article 5 The main task of the engineering center is to take the national strategic demand as the goal, take technology integration and innovation as the core, and continuously provide engineering and technological achievements for the society; To study and put forward industrial technical standards and norms; Promote the digestion, absorption and innovation of advanced technologies introduced from abroad; Promote interdisciplinary, cultivate scientific and technological innovation talents and management talents; Providing information and consulting services for the development of industries and related fields; Carry out international cooperation and exchanges.
Article 6 The engineering center is a scientific research entity that relies on universities to carry out engineering technology innovation and system integration, and it is an important connotation of the discipline construction of schools. Colleges and universities should incorporate it into the development plan of key discipline construction and scientific and technological innovation base construction. Engineering Center is a secondary institution that is relatively independent, parallel to departments and colleges, and relies on universities in resource allocation.
Article 7 The Ministry of Education implements a management mechanism of regular evaluation, dynamic management, survival of the fittest and rolling development for engineering centers. Article 8 The Ministry of Education is the administrative department in charge of the Engineering Center, and its main responsibilities are:
(a) according to the national science and technology development strategy and industry technology development, formulate the development plan and implementation plan of the engineering center, and formulate policies and measures for the construction and management of the engineering center to guide the operation and management of the engineering center.
(two) to determine the project of the engineering center, and organize the acceptance and evaluation of the engineering center.
(3) Appointing the director of the Engineering Center and filing the director of the Technical Committee of the Engineering Center.

Article 9 The education administrative departments of provinces, autonomous regions and municipalities directly under the Central Government are mainly responsible for the construction of engineering centers relying on local institutions of higher learning:
(a) to cooperate with the Ministry of Education to formulate the development plan and plan of the local university engineering center; Create conditions to bring engineering centers into regional innovation planning.
(two) to organize the application and construction of engineering centers in local colleges and universities, and to guide the operation and management of engineering centers in this area.
(three) to conduct a preliminary examination of the candidates for the director of the engineering center recommended by local colleges and universities, and report to the director of the technical committee for the record.
(four) the implementation of the supporting conditions for the construction and operation of the engineering center and the relevant local policies.
Tenth institutions of higher learning are the supporting units for the construction of engineering centers, and are responsible for the construction and daily management of engineering centers. The main responsibilities are:
(a) to organize the preparation of the feasibility study report of the engineering center construction project, and to be responsible for the construction and implementation of the engineering center.
(2) Incorporate the construction and development of the engineering center into the relevant school planning, and formulate the management system and operation mechanism conducive to the development of the engineering center according to the discipline characteristics, industry background and the actual situation of school management; Coordinate and solve major problems in the construction and development of the engineering center, and implement supporting conditions such as funds.
(three) responsible for the selection, recommendation and assessment of the director of the engineering center, and appointing the deputy director, director, deputy director and members of the technical committee of the engineering center.
(four) to develop an evaluation system conducive to the construction and development of the engineering center, to be responsible for the daily evaluation and pre-evaluation of the engineering center, and to submit the evaluation and pre-evaluation results to the higher authorities. Cooperate with the competent department to do a good job in the acceptance and evaluation of the engineering center.
(five) according to the recommendations of the technical committee, timely submit major issues in the construction and development of the engineering center to the Ministry of Education. Article 11 The establishment and construction management of the engineering center mainly includes the application, evaluation and implementation of the project.
Twelfth engineering center construction projects should meet the following conditions:

(3) Having some equipment and infrastructure required for the engineering of scientific research achievements, and being able to provide necessary support for the construction and operation of the project.

(5) Having a good level of project operation and management and an effective talent incentive mechanism.
(six) the engineering center to be applied for has been incorporated into the construction plan or related plan of the local and relying on the scientific and technological innovation base of colleges and universities, with clear development goals and construction ideas, the proposed construction plan is feasible, and the supporting funds for construction are implemented.
Thirteenth institutions of higher learning that meet the basic conditions for the application of engineering center projects should prepare the feasibility study report (including 1) of the construction project of engineering research center of the Ministry of Education according to the construction plan of engineering center, and submit it to the Ministry of Education in duplicate.
The application for the establishment of local colleges and universities shall be submitted after examination and approval by the local provincial education administrative department.
Fourteenth the Ministry of Education to submit the "Ministry of Education Engineering Research Center construction project feasibility study report" qualification examination, the feasibility study report will organize experts to demonstrate (or take field visits according to the situation). According to experts' opinions, the Ministry of Education approved the project on the basis of comprehensive research.
Relying on the construction of local colleges and universities, the engineering center is built by provincial offices.
Fifteenth relying on the approved universities, the implementation of funds and construction conditions, organize the specific implementation of the project. During the construction of the engineering center, relying on colleges and universities, we should strengthen supervision and management and submit the annual work summary on time. The Ministry of Education will inspect the construction of the engineering center.
Sixteenth relying on colleges and universities should ensure the relative stability of the person in charge during the construction of the engineering center. For the person in charge of the engineering center who is not on duty for six consecutive months, the supporting unit should adjust it in time and report it to the Ministry of Education for approval. During the construction of the engineering center, if the original plan is significantly adjusted, it must be re-demonstrated and approved by experts organized by the Ministry of Education before implementation.
Article 17 In principle, the investment scale of new fixed assets in the engineering center shall not be less than10,000 yuan, and the R&D and achievement transformation space shall not be less than 5,000 square meters, which is relatively concentrated. If there are industry or field characteristics, it must be stated when applying for the project, and it shall be implemented according to the construction scale approved by the Ministry of Education.
Eighteenth engineering center construction funds can be diversified, and encourage social investment institutions, enterprises or individuals to invest in the transformation of the achievements of the engineering center. The construction funds allocated by the state to the center should be earmarked for special purposes, mainly for purchasing equipment and instruments necessary for engineering research and development and testing, and introducing necessary technical software and training personnel.
Article 19 The construction period of an engineering center is two years. After acceptance, it will be put into operation. Twentieth engineering center should strengthen institutional innovation and mechanism innovation, explore different management modes and operating mechanisms according to the actual situation, promote the construction and development of engineering center, and achieve good economic and social benefits.
Twenty-first engineering center under the leadership of the supporting units, the implementation of the director responsibility system, presided over the overall work of the engineering center, nominated to the supporting units to recommend the deputy director of the engineering center and members of the technical committee.
Article 22 The post requirements of the director of the engineering center are: profound academic attainments, high engineering technology level and pioneering and innovative consciousness; Familiar with the technical development trend of related industries at home and abroad; Strong organizational management ability and market development ability; In good health and full of energy, the age should not exceed 50 in principle.
Twenty-third engineering center director nominated by relying on institutions of higher learning, the Ministry of education appointment. The term of office of the director of the engineering center is 5 years, and the "2+3" assessment management mode is adopted, that is, after the director of the engineering center has served for 2 years, the performance of the engineering center and the director of the engineering center will be evaluated in the interim and reported to the Ministry of Education for approval. The Ministry of Education that fails the examination will be expelled.
Article 24 The Technical Committee is the technical advisory body of the Engineering Center, and its duty is to review the development strategy and research and development plan of the Engineering Center, evaluate the engineering design and test scheme, provide technical and economic consultation and market information, and review the annual work of the Engineering Center. The meeting of the technical committee shall be held at least once a year.
Twenty-fifth technical committee is composed of experts from science and technology, engineering, related enterprises and economic circles where the engineering center is located, of which the supporting unit personnel shall not exceed one third of the total number, and the young and middle-aged members shall not be less than one third of the total number. The term of office of members of the Technical Committee is five years, and about one third of the members should be replaced when they are replaced.
Twenty-sixth engineering center to implement the project contract system and personnel appointment system. The R&D team consists of fixed personnel and visiting migrants, and the scale is generally around 100. Fixed personnel are appointed by the director of the engineering center inside and outside the school. Visiting mobile personnel shall be appointed by the project leader according to the work needs and the actual situation of R&D project, and shall be regarded as mobile establishment after being approved by the director of the engineering center, and relevant expenses shall be charged in the project funds.
Twenty-seventh engineering center should establish and improve the internal management rules and regulations, attach importance to the construction of engineering development facilities and network environment, improve the efficiency of use, attach importance to the protection of intellectual property rights and the construction of academic ethics, and strengthen the authenticity audit and filing of data, materials and achievements.
Article 28 In principle, the engineering center should implement relatively independent financial accounting and manage according to relevant national laws and regulations, and the income from the transformation of its achievements is mainly used to rely on the discipline construction of colleges and universities and the sustainable development of the engineering center. Twenty-ninth relying on colleges and universities to complete the task of engineering center construction, should be timely summed up and put forward the acceptance application, the preparation of the "Ministry of Education Engineering Research Center Construction Summary Report" (Annex 2) submitted to the Ministry of Education.
The application for acceptance of the provincial construction engineering center shall be submitted to the Ministry of Education after being examined and approved by the local provincial education administrative department.
Article 30 The Ministry of Education shall organize experts to check and accept the Engineering Research Center of the Ministry of Education according to the acceptance outline of the Engineering Research Center of the Ministry of Education (Annex 3) and the approved feasibility study report of the construction project of the Engineering Research Center of the Ministry of Education and related documents.
Article 31 The Ministry of Education shall formally name and award the engineering center that has passed the acceptance, and bring it into the series management of the engineering center of the Ministry of Education, and appoint the director of the engineering center. For engineering centers that fail to pass the acceptance test, the Ministry of Education instructed colleges and universities to rectify the problems raised by the acceptance expert group within a time limit. The engineering center ordered to rectify may apply for acceptance again within one year. After the acceptance, it will be officially named and awarded, and those who still fail to pass the acceptance will be revoked.
Article 32 The Ministry of Education will organize experts to evaluate the performance of the engineering center after it has been completed and operated for three years, and make it public according to the Evaluation Outline of the Engineering Research Center of the Ministry of Education (Annex 4).
The Ministry of Education will give support to engineering centers with excellent construction results and evaluation results, and recommend them to apply for the National Engineering (Technology) Research Center as appropriate. For the engineering center with poor evaluation performance, the Ministry of Education will give a yellow card warning and order it to make rectification within a time limit. If the performance has not improved greatly after re-evaluation within one year, its evaluation qualification will be revoked.
Article 33 Competition and incentive mechanism should be introduced into the construction and operation of engineering centers, and dynamic management and rolling development should be implemented to achieve the purpose of encouraging the advanced, eliminating the backward and adjusting the layout. Encourage technological innovation platforms in colleges and universities that are similar to existing engineering centers in technical fields and work directions, put forward suggestions for project establishment of engineering centers before the evaluation of existing engineering centers, and give rolling support according to the principle of survival of the fittest.
