Medical expenses incurred in hospitalization in medical institutions outside the county without the approval of the joint management center will not be compensated.
Farmers who meet the referral system and participate in rural cooperative medical care must meet the following conditions: 1. Diseases that cannot be diagnosed by county-level medical institutions; 2. Diseases unconditionally treated by county-level medical institutions; 3. Dangerous, urgent and severe patients must be hospitalized nearby for emergency treatment.
If the participating patients cannot be diagnosed and treated in the central health center of the jurisdiction, the central health center of the jurisdiction needs to issue a referral approval form to the county-level hospital. If the participating farmers need to be transferred to the municipal medical institutions for hospitalization due to illness, the county-level medical institutions shall issue a referral approval form, which shall be approved by the Economic Cooperation and Management Center. Transfer to a hospital outside the city needs to be approved by the county joint management center. For dangerous, urgent and serious patients and special patients who need emergency hospitalization in the municipal area for going out to work and do business, they can be rescued and treated nearby first, but they need to go to the county joint management center for referral examination and approval procedures within 5 working days after admission (holidays are postponed) with the hospital diagnosis certificate, cooperative medical certificate and ID card.
After being approved to be hospitalized in a medical institution outside the county, relevant expenses shall be paid in advance. After discharge, I and my agent's ID card, discharge certificate, total cost list or prescription, valid bills, cooperative medical certificate and referral approval form shall be submitted to the county new rural cooperative medical management center for verification according to regulations.
