Article 4 Except for the examination and approval items otherwise stipulated by laws and regulations or newly delegated by higher authorities, it is strictly forbidden to add or split the examination and approval items, licensing conditions and acceptance materials outside the published catalogue of examination and approval items, extend the processing time without authorization, and transfer business outside the examination and approval information system.

Where the implementation of information filing management matters, the implementation of receipt confirmation, the project unit is responsible for the authenticity and effectiveness of the filing materials, and the examination and approval department is responsible for the inspection and management of the filing content.

Article 6 According to the time sequence of project construction, the registration process of social investment construction projects is divided into four stages: land transfer and land use planning permission, construction project planning permission, construction permission, completion acceptance and real estate registration. For projects involving the construction of public service facilities, the local government shall designate the receiving department. After the approval of the government, the bidding, auction, auction and transfer work will be carried out.

After the land is transferred, the project unit may apply for signing a land use right transfer contract after paying the land price and verifying the source of funds, and receive a construction land planning permit when signing the land use right transfer contract.
