General situation of Shandong government centralized procurement network;
Shandong Provincial Government Procurement Center (hereinafter referred to as the Center) is a provincial-level centralized government procurement executive body established in accordance with the relevant provisions of the People's Republic of China (PRC) Government Procurement Law and the Notice of Shandong Provincial Organizational Planning Committee on Adjusting the Government Procurement Management System of Provincial Organs (Lu Bian Fa [2003]13).
In recent years, centering on the working objectives of serving the economy, improving people's livelihood, ensuring the operation of government affairs and building a harmonious society, the center, guided by Scientific Outlook on Development, adheres to the working purposes of purchasing according to law, providing quality service, standardizing operation, being honest and efficient, conscientiously implements the government procurement law, actively performs the centralized procurement function, continuously strengthens the system construction, improves the operating mechanism, standardizes the operating procedures, expands the procurement scale, improves the procurement efficiency, innovates the procurement methods, enriches the procurement means and centralizes the procurement work. The center has successively won the honors of "National Youth Civilization", "Provincial Civilized Unit" and "Advanced Grassroots Party Organization of Provincial Organs".
In order to further standardize the bidding and tendering in Shandong, relevant operating procedures are formulated, in which the specific contents of centralized procurement workflow include: (1) project establishment, (2) procurement scheme demonstration, (3) procurement document preparation, (4) procurement information release and bidding registration, (5) selection of bid evaluation experts, (6) employment of notaries and supervisors, and (7) bid opening (quotation). Specific provisions of bid evaluation (negotiation), and the main process of bid evaluation includes:
(1) Preliminary review of bidding documents. The preliminary examination is divided into qualification examination and compliance examination.
Qualification inspection. According to the laws and regulations and the provisions of the tender documents, the qualification certificate and bid bond in the tender documents are reviewed to determine whether the bidding suppliers are qualified to bid.
Compliance check. According to the provisions of the tender documents, the validity and completeness of the tender documents and the degree of response to the tender documents are reviewed to determine whether to respond to the substantive requirements of the tender documents.
(2) Clarify relevant issues. The bid evaluation committee may require bidders to make necessary written clarifications, explanations or corrections (which shall be signed by experts of the bid evaluation committee) for the contents in the bid documents that are ambiguous, inconsistent on similar issues or obviously wrong in words and calculations. The clarification, explanation or amendment of the bidder shall be made in writing and signed by its authorized representative, and shall not exceed the scope of the bidding documents or change the substantive contents of the bidding documents.
(3) Comparative evaluation. According to the bid evaluation methods and standards stipulated in the bidding documents, the bidding documents that have passed the qualification examination and conformity inspection are evaluated in business and technology, and comprehensive comparison and evaluation are made. In the case of competitive negotiation, the negotiating team and the supplier negotiate separately. According to the supplier's quotation, response content and negotiation, the negotiating team requires each supplier to make no more than three rounds of quotation respectively.
(4) List of recommended candidate suppliers. The number of successful candidate suppliers shall be determined according to the procurement needs, but they must be arranged in order.
If the lowest bid evaluation method is adopted, it shall be arranged from low to high. If the bids are the same, they shall be arranged in the order of technical indicators. If the bid evaluation committee thinks that the lowest bid price or partial itemized quotation of the top ranked candidate suppliers is obviously unreasonable or lower than the cost, which may affect the quality of the goods and cannot perform in good faith, it shall require them to provide written documents to explain it within the prescribed time limit and submit relevant certification materials; Otherwise, the bid evaluation committee may cancel the bidder's qualification as a candidate for winning the bid, and the candidate suppliers for winning the bid will fill it in turn, and so on.
If the comprehensive scoring method is adopted, the scores will be sorted from high to low after evaluation. Those with the same scores are arranged in the order from low to high. If the score is the same as the tender offer, it shall be arranged in the order of technical indicators.
Using the cost-effective method, the quotient scores are arranged from high to low. If the quotient scores are the same, they are arranged in the order from low to high. If the quotient score is the same as the tender offer, it shall be arranged in the order of technical indicators.
(5) Write a review report. Members of the bid evaluation committee (negotiation and inquiry team) shall issue bid evaluation opinions and prepare bid evaluation reports according to the original bid evaluation records and bid evaluation results signed by all bid evaluation members.
