Responsibilities of Bishan County Human Resources and Social Security Bureau

(a) the implementation of human resources and social security laws, regulations, rules and policies, formulate relevant development plans, policies and measures, and organize the implementation, supervision and inspection. Responsible for the statistical management of civil servants' information. According to the management of civil service law, responsible for the audit, declaration and registration of staff in public institutions throughout the county.

(four) responsible for promoting employment and re employment. Formulate employment development plans and measures for coordinating urban and rural areas, improve the public employment service system, and formulate an employment assistance system. (five) to formulate vocational training for urban and rural workers and training and incentive measures for rural high-skilled and practical talents; To guide and manage the county's employment training, vocational and technical training, workers' skills training and re-employment training for laid-off workers; Responsible for professional skill appraisal and mechanic grade evaluation; Improve the vocational qualification system and establish a vocational training system for urban and rural workers as a whole.

(6) Coordinate the establishment of a social security system covering urban and rural areas. Implement urban and rural social insurance and its supplementary insurance policies and standards, implement the unified measures for the renewal of social insurance relations in the city, implement the management and supervision system of social insurance and its supplementary insurance funds, and assume the administrative supervision responsibility of social insurance and its supplementary insurance funds.

(seven) responsible for employment, unemployment, social insurance fund forecast and information guidance, formulate response plans, the implementation of prevention and control.

Implement policies such as welfare, work injury and retirement for personnel of government agencies, enterprises and institutions.

(nine) take the lead in promoting the reform of personnel system in public institutions; Implement the overall development plan and scheme of personnel system reform in public institutions, and supporting policies and regulations such as employment, assessment, appointment and removal, training, reward, resignation and dismissal of staff, professional and technical personnel and workers (including government staff, the same below) in public institutions; Assessment and employment of supplementary personnel in comprehensive management institutions; Responsible for the daily disciplinary work of the staff of public institutions in the county (except for the investigation and direct punishment by the supervisory organs); Take the lead in deepening the reform of professional title system; Responsible for the title management of professional and technical personnel in the county, and organize the implementation of various professional and technical title examination, assessment and appointment systems; Responsible for the comprehensive management of experts and the selection and training of high-level professional and technical personnel.

(ten) to implement the resettlement policy for demobilized military cadres and coordinate the implementation of the resettlement policy for the families of demobilized military cadres. Implement the policy of solving difficulties and stabilizing military transfer for some enterprises. Responsible for the management services, education and training of demobilized military cadres. Responsible for the resettlement of cadres transferred from Tibet and Sichuan.

(fourteen) responsible for talent exchange, talent introduction, development and management services. Formulate measures to attract experts and overseas students to work or settle in the county. Responsible for talent introduction, intelligence introduction, regional exchanges and cooperation, international exchanges and cooperation in the fields of human resources and social security at home and abroad, as well as related foreign-related business and technical cooperation and talent exchange.

(fifteen) to undertake other tasks assigned by the county party committee and the county government.
