Ma Biao emphasized that in the post-international financial crisis period and the new development stage of building a well-off society in an all-round way, we should vigorously improve the level of government decision-making consulting services. The fundamental way to improve the level of decision-making consultation service is to unify the thoughts and actions of decision-making consultation work with the decision-making arrangements of the central and party committees and governments. We should accurately grasp the laws and characteristics of government decision-making consultation;
First, policies, the research results of which should enter into decision-making and become specific policies; Second, it is targeted, and its research should focus on key issues and be targeted; Third, it is ahead of time, and the work should have a strategic vision, both based on the present and facing the future; Fourth, it is operable, the suggestions must be practical and the measures must be specific; Fifth, timeliness. We must concentrate on solving the problems that the leading organs urgently need to solve, respond quickly, and provide information and suggestions to decision makers in a timely manner.
Ma Biao further emphasized that the Party Committee and Government of the Autonomous Region issued the Decision on Making Our Region's Industry Bigger, Stronger and Better, and 40 supporting documents, which made systematic arrangements for the future industrialization and urbanization of Guangxi from the perspective of accelerating the transformation of economic development mode and promoting the optimization and upgrading of industrial structure. The decision-making consultants in the whole region should closely focus on this major deployment, contact the regional and market conditions, conduct in-depth investigation and study, and make suggestions.
Ma Biao hopes that in the future, the decision-making consultation departments in the whole region will make new breakthroughs in serving the overall situation, grasping major events and solving difficult problems. I also hope that the decision-making consultants in the whole region will make every effort to build a new highland of international regional economy and a new pole of China coastal economy.
