The purchaser and the procurement agency shall, according to the provisions of the classification standards for small and medium-sized enterprises formulated by the Ministry of Industry and Information Technology and other four ministries and commissions, and according to the specific circumstances of the procurement project, specify the industries to which the classification standards for small and medium-sized enterprises corresponding to the procurement objects belong in the procurement documents. If the procurement project involves multiple procurement objects, the purchaser shall reasonably determine the project attributes, and specify the industry to which the SME classification standard corresponding to each procurement object belongs one by one in the procurement documents. The supplier shall judge whether it belongs to small and medium-sized enterprises according to the classification standard corresponding to the industry specified in the procurement documents, and submit a declaration letter for small and medium-sized enterprises.
Four, strictly implement the preferential policy of price review.
For the projects that are not reserved for the procurement of small and medium-sized enterprises after overall planning by the competent budget unit, and the procurement packages that are not reserved in the reserved share projects, the purchasers and procurement agencies should strictly implement the preferential policies for price evaluation stipulated in the Measures for the Administration of Government Procurement to promote the development of small and medium-sized enterprises. Five, strictly implement the prepayment system of government procurement funds.
Where the government purchases goods and services, the purchaser shall stipulate the time and proportion of advance payment in the government procurement contract, and the advance payment for goods procurement projects shall not be less than 30% of the contract amount in principle. For labor-oriented service procurement projects, the advance payment ratio may be appropriately reduced, but it shall not be less than 10%. When signing the contract, if the supplier clearly indicates that there is no need for advance payment or actively requests to reduce the proportion of advance payment, the purchaser may not apply the above provisions.
Six, cancel the performance bond of small and medium-sized enterprises.
Reduce the cost of small and medium-sized enterprises participating in government procurement, and exempt small and medium-sized enterprises with no bad records in government procurement credit files from performance bond. The purchaser is encouraged to waive the performance bond or reduce the payment ratio for other successful suppliers (except small and medium-sized enterprises with no bad records in government procurement credit files) according to the characteristics of the project and the integrity of suppliers, and make it clear in the procurement documents.

Incorporating policies to promote the development of small and medium-sized enterprises into procurement documents will effectively improve the quality of government procurement documents and ensure that the rights and interests of every potential supplier are effectively and reasonably protected.
