Third, safeguard measures.
(1) Strengthen organizational leadership.

Increase financial support. Sources of funds include municipal special funds for industry and informatization, special funds for new energy vehicles and special funds for air pollution prevention and control. Among them, the special funds for air pollution prevention and control reward newly added and expired pure electric buses and cruise taxis respectively, and the reward standard is determined according to the actual situation every year. Encourage all districts and counties to arrange special funds to support the promotion and application of new energy vehicles.
(3) Strengthen publicity and promotion.
Make full use of television, radio, Internet and other media to widely publicize new energy vehicle technologies, products and policies. Organize enterprises to focus on the test drive activities of new energy vehicles, enhance citizens' driving experience and awareness of new energy vehicles, and create a strong atmosphere for the promotion and application of new energy vehicles. Strengthen supervision by public opinion, expose acts that harm consumers' interests and resort to deceit, and deal with them according to relevant regulations.
(4) Strengthen supervision and publicity.
Improve the responsibility system, establish a list of responsibilities, compact responsibilities, and implement them layer by layer. Relevant departments at the municipal level and relevant districts and counties should attach great importance to it, formulate supporting policies, increase promotion measures, push forward pragmatically, and achieve practical results. All vehicle enterprises should implement the main responsibility of the national passenger car "double points" policy, adopt various channels to ensure compliance with national policy requirements, strive to overfulfill the promotion tasks, maintain the normal production and stable development of enterprises, and make contributions to the high-quality development of the city's industrial economy.
