The departments of development and reform, supervision, civil affairs, finance, land and resources, planning, construction, financial management, taxation, price and statistics of the local people's governments at or above the county level shall, within their respective functions and duties, do a good job in the related work involving low-rent housing security. In cities where low-rent housing is in short supply, the government should build, purchase and transform suitable housing, increase the number of low-rent housing in kind, and increase the proportion of low-rent housing in kind.

The competent department of housing security shall provide housing rental information for low-rent housing security objects free of charge. The financing channels for low-rent housing security include:
