With the rapid development of urbanization and urban modernization, Xuzhou's "single core and circle" spatial structure and the concept under the planned economy model can no longer meet the needs of urban development. According to the overall urban planning, by 2020, Xuzhou will develop into a modern mega-city with an urban population of 3 million and a main urban population of 2.2 million, and become an important transportation hub in China, a regional central city in the east of the Longhai-Lanzhou New Economic Belt, a core city in Xuzhou metropolitan area and a manufacturing base.

In the overall planning of metropolitan area, the metropolitan area is 3 126 square kilometers, and the city develops into a group structure layout. The new area will become the symbolic area of Xuzhou's modern mega-city and the core city of the metropolitan area.

The whole process of planning scheme formation

■ On September 1 2, 2003, the international bidding meeting for the planning and design of the starting area of the new district was held in Xuzhou Guest House. At the meeting, the basic situation and planning and design requirements were introduced, the site was surveyed, the submission results and time limit were determined, and questions were answered.

■ On 27th and 28th of October, 2003 10, Zhou Chang, Secretary General of China Architecture Society, and Peng Fang, Director of Xuzhou Planning Bureau, went to Nanjing, Shanghai and Beijing to inspect the medium-term plans prepared by five bidding design units and solve specific problems raised by each unit.

The main leaders of Xuzhou Municipal Party Committee, Municipal Government, Municipal People's Congress, CPPCC, municipal departments and representatives of participating units attended the review meeting. The meeting listened to the brief scheme reports of six design units (anonymous), asked questions and answered them, and then discussed them. Each expert put forward his own views on the advantages and disadvantages of each scheme. Finally, the meeting held two rounds of secret ballot and selected the first prize and the second prize respectively.

After comprehensive evaluation by experts, it is considered that the design scheme compiled by Tsinghua University Planning Institute has overall advantages, so it won the first prize in this scheme competition. The design scheme compiled by GMP international architecture firm in Germany won the second prize in this scheme competition. It is understood that the scheme that won the first prize must be constantly revised and improved, fully absorb the advantages of other schemes, and finally form the optimal scheme for implementation in combination with the actual situation in Xuzhou.

The new urban area is expected to be completed in three to five years.

Based on the superior traffic location in the southeast and the advantages of natural geography of mountains and rivers that are easy to create a distinctive city image, the government strives to build the new urban area into a multi-functional modern municipal political and economic center integrating administrative organs, commercial institutions, finance and trade, culture and entertainment, and high-tech parks. In 3-5 years, it will drive the development of the whole city.

The new policy ensures the construction of the new district.

With the transfer of urban construction development strategy, the development and construction of the new district will be gradually carried out. In order to prevent individual developers from breaking the approved planning targets without authorization and modifying legally effective plans at the expense of public service facilities in order to maximize economic benefits, the municipal administrative planning department will strictly implement the Urban Planning Law, the Regulations on the Administration of Urban Planning in Xuzhou City and the Administrative Punishment Measures for Violation of Urban Planning and Construction in Xuzhou City, and impose heavier, stricter and stricter penalties on illegal construction according to law.
