Measures of Guangzhou Municipality on Dog Registration

(Trial)

Article 1 These Measures are formulated for the purpose of implementing the Regulations of Guangzhou Municipality on the Administration of Dog Breeding and doing a good job in the registration, alteration and cancellation of dog breeding.

Article 2 All units and individuals that raise dogs within the administrative area of this Municipality, which is designated as a strict dog management area, shall handle the dog registration, change and cancellation in accordance with these Measures, and handle the damage and loss of the dog registration certificate and the renewal and replacement of the dog license.

Article 3 Dog owners shall pay the dog management fee at the same time when handling or renewing the dog registration. Every dog is handed over to 500 yuan in the first year and 300 yuan every year from the second year; Blind people who feed guide dogs and severely disabled people who feed and help dogs are exempt from dog management fees; Those who raise sterilized dogs will be exempted from the management fee for raising dogs for two years from the year following the sterilization of dogs.

Fourth Municipal Public Security Bureau is responsible for the unified management, supervision and guidance of dog registration in the city. District, county-level city public security organs are responsible for organizing the specific implementation of dog registration, change, cancellation and dog registration certificate, dog license renewal, replacement and dog management fee collection. District, county-level city public security organs entrust community service or pet medical institutions that meet the statutory conditions (hereinafter referred to as dog registration acceptance institutions), and the entrusted institutions are specifically responsible for dog registration, change, cancellation, damage or loss of dog registration certificate, renewal of dog license, issuance of dog registration certificate and dog license, and informing dog owners to apply for dog registration.

Article 5 An individual applying for dog registration shall bring his dog to the dog registration acceptance institution designated by the public security organ to apply for dog registration. When applying for dog registration, an application form for dog registration shall be filled in and the following materials shall be submitted:

(1) identification certificates such as the dog owner's ID card or household registration book;

(2) dog immunization certificate.

If a neutered dog is raised, the dog neutering certificate of the municipal animal husbandry and veterinary administrative department shall be submitted; If a blind person raises a guide dog or a severely disabled person raises a disabled dog, it is necessary to submit relevant certificates of the disabled person, guide dog and dog.

Article 6 An entity applying for dog registration shall apply for dog registration at the dog registration acceptance institution. When handling dog registration, the following materials shall be submitted:

(1) Business license or unit certificate, identity certificate of legal representative, identity certificate of dog breeder and their basic information;

(2) A list of the number of dogs and proof of dog immunization;

(three) photos of dog cages, kennels, fences and other captive facilities, as well as a written explanation of the rational use of dogs with the seal of the unit.

Article 7 After accepting the application for dog registration, the dog registration acceptance institution shall issue an acceptance receipt to the applicant and the unit, and immediately send the application for dog registration to the public security organ of the district or county-level city for examination and approval.

Eighth district and county public security organs shall, from the date of receiving the application for raising dogs, verify and review the submitted materials and make a decision on whether to approve the registration. If the materials are complete and meet the statutory registration conditions, a Notice of Payment shall be issued; If the materials are incomplete, it shall inform the dog owner of all the contents that need to be corrected at one time; Those who do not meet the statutory conditions shall not be registered, and the reasons shall be explained in writing, and the applicant shall be informed to dispose of the dog by himself or send it to the dog detention place within three days. District, county-level city public security organs audit results by the entrusted institutions to inform the dog owners.

Article 9 After the dog breeder pays the fee with the Notice of Payment to the designated bank, the district and county public security organs shall register it within two working days after the payment, and issue the Dog Breeding Registration Certificate and the Dog Breeding License.

Article 10 Dog owners who want to raise dogs within 30 days before the expiration of the validity period of the Dog Breeding Registration Certificate shall apply to the dog breeding registration acceptance institution for renewal of dog breeding registration with the Dog Immunity Certificate and the Dog Breeding Registration Certificate.

Individuals who apply for renewal of dog registration for the first time shall bring their dogs to the dog registration acceptance institution; Before the implementation of these regulations, dog owners who have obtained dog-raising licenses for their dogs in accordance with the Provisions of Guangzhou Municipality on Dog Breeding Management may directly apply for renewal of dog-raising registration.

Article 11 Where a dog owner applies for renewal of dog registration, the dog registration acceptance institution shall issue an acceptance receipt to the applicant after accepting it, and immediately send the dog registration application to the public security organ of the district or county-level city to which it belongs for approval. District, county-level city public security organs shall, from the date of receiving the application for renewal of dog registration, verify and review the submitted materials, make a decision to approve the renewal of registration, and renew the registration within two working days after the dog owner pays the fee, and renew the dog registration certificate.

Article 12 If the registered dog dies or gives up feeding the registered dog, the dog owner shall apply to the accepting institution for cancellation of dog registration with the dog registration certificate within 15 days; After accepting the entrustment agency's acceptance, the public security organ of the district or county-level city shall cancel its "Dog Registration Certificate"; If the dog registration certificate fails to go through the formalities of registration and renewal after the expiration of the validity period, the public security organ shall order it to do so within 15 days. If it is not handled within the time limit, the dog registration certificate shall be cancelled, and the dog registration certificate and dog license shall be recovered.

Article 13 If the dog owner registered on the dog-raising registration certificate needs to be changed to other family members or the dog owner transfers the dog to others for reasons such as going abroad to settle down or dying, the dog owner or assignee shall go through the formalities of dog-raising registration change within 15 days from the date of change.

If it is necessary to change the dog owner to other family members due to overseas settlement or death, the changed dog owner shall submit the following materials:

(a) the original "dog registration certificate";

(two) the identity certificate of other family members (change dog owners).

If the dog owner transfers the dog to others, the assignee shall submit the following materials:

(a) the original "dog registration certificate";

(two) the transferee's identity card or household registration book and other legal proof of identity;

Article 14 If the dog registration certificate, dog number plate and dog electronic identification are damaged or lost, the dog owner shall, within 15 days from the date of damage or loss, go to the public security organ of the district or county-level city to handle the procedures for renewal, replacement or replanting of the dog registration certificate, dog number plate and dog electronic identification, and first submit an application for renewal and replacement of the dog registration certificate and dog number plate to the entrusted institution.
