1. Continue to set the guiding price of centralized photovoltaic power generation, and build new centralized photovoltaic power plants in the first to third resource areas included in the scope of state financial subsidies. In principle, the on-grid electricity price of newly-built centralized photovoltaic power stations is determined by market competition and shall not exceed the guidance price of resource areas.
2. For taxpayers selling self-produced power products produced by solar energy, the policy of 50% refund after VAT is levied first is implemented. In accordance with the provisions of this notice, the value-added tax that has been collected and should be refunded may be deducted from the value-added tax payable by taxpayers in the next month or refunded.
3. The National Energy Administration will strengthen the monitoring and evaluation of the implementation of renewable energy consumption responsibility weight, and guide and promote the development and construction of wind power and photovoltaic power generation.
4. All institutions should strengthen supervision over matters such as the planning and implementation of wind power and photovoltaic power generation, the competitive allocation of projects, the construction of power grid delivery projects, and the consumption of projects connected to the grid, and organize comprehensive supervision of clean energy consumption as required to ensure that the development, construction and operation of wind power and photovoltaic power generation are standardized and orderly. Adhere to the goal orientation, improve the development mechanism, release the consumption space, optimize the development environment, give play to the local leading role, mobilize the enthusiasm of investors, and promote the high-quality leap-forward development of wind power and photovoltaic power generation. (1) Give priority to fully allocate the first to third batch of national photovoltaic poverty alleviation projects (poverty alleviation capacity) until the end of 2022;
(two) before the end of 2022, give priority to the full allocation of natural person distributed projects with installed capacity of 50kW and below;
(3) Give priority to supporting the full allocation of photovoltaic projects determined by the tender in 20 19 and new projects that meet the allocation conditions determined by the principle of "support by income" from 2020 to the end of 20021;
(four) for the photovoltaic "leader" projects determined by the state and the village-level photovoltaic poverty alleviation projects built by the state with reference to the central policy, 50% of the subsidy funds payable at the end of 20021will be given priority;
(5) Other power generation projects shall be allocated in equal amount according to the subsidy funds payable from the date of grid connection to the end of 202 1;
(six) for the project that the power generation hours have reached the reasonable utilization hours, the subsidy funds will stop being allocated after the reasonable utilization hours. Projects that have allocated funds for more than reasonable utilization hours shall be deducted in the subsequent electricity bill settlement, and the deducted funds shall be used for subsidy funds for other eligible projects;
(seven) power grid enterprises should strengthen the management of subsidy funds, and renewable energy power generation projects can enjoy subsidies after deducting the outsourcing part of auxiliary power according to regulations. At the same time, power grid enterprises should strengthen the audit of subsidy funds in accordance with the Notice of the Comprehensive Department of National Energy Administration on Printing and Distributing the Guiding Opinions on Prevention and Control of Mixed Coal in Agriculture, Forestry and Biomass Power Generation Projects (Guo Neng Comprehensive New Energy [2065438+06] No.623) to prevent the phenomenon of mixed coal.
