Chapter I General Provisions
Article 1 In order to ensure the smooth enrollment of undergraduate students in North China Electric Power University, standardize the enrollment behavior, and earnestly safeguard the legitimate rights and interests of schools and candidates, according to the Education Law of the People's Republic of China, the Education Law of the People's Republic of China, the Higher Education Law of People's Republic of China (PRC), and the Notice of the Ministry of Education on Doing a Good Job in Enrollment of Ordinary Colleges and Universities in 2022 (J.J. [2022]1No.) and other relevant regulations,
Article 2 School name: North China Electric Power University, English name: North China Electric Power University. Higher authorities: People's Republic of China (PRC) and Ministry of Education. The school is headquartered in Beijing, with Baoding campus, and the two places implement substantive integrated management. Address of Beijing School Department: No.2 Beinong Road, Huilongguan Town, Changping District, Beijing; School address of Baoding Campus: No.619, Yonghua North Street, Baoding City, Hebei Province. Levels and types of running schools: public undergraduate and full-time colleges and universities, and universities directly under the Ministry of Education. The school entered the ranks of "double-first-class" construction universities in China, and electrical engineering was selected as the second round of "double-first-class" construction disciplines. At present, it is composed of State Grid Corporation, China Southern Power Grid Corporation, China Huaneng Group Corporation, China Datang Corporation, china huadian corporation, National Energy Investment Corporation, China Three Gorges Corporation, China General Nuclear Power Corporation, China Electric Power Construction Corporation, China Energy Construction Corporation, Guangdong Energy Group Corporation, China Electric Power Enterprise Federation and other 12 super-large power groups. The school has 6 post-doctoral research stations, 7 first-level discipline authorization points for doctoral degrees, 23 first-level discipline authorization points for master's degrees, with doctoral degrees 1 and master's degrees 15, forming a complete education system for cultivating undergraduates, masters and doctors.
Article 3 Certificate issuance: The school will issue a bachelor's degree certificate of general higher education to those who meet the graduation requirements of this major within the specified time, and a bachelor's degree certificate of North China Electric Power University to those who meet the conditions for degree granting.
Article 4 The enrollment work of North China Electric Power University will fully implement the spirit of the relevant documents of the Ministry of Education, and comprehensively measure the candidates' morality, intelligence, physique, beauty and labor based on the principles of fairness, justice and openness, and select the best candidates.
Chapter II Organizational Structure and Responsibilities
Article 5 North China Electric Power University shall set up an Admissions Committee. The Admissions Committee is headed by the principal, and its members are the heads of relevant departments, representatives of teachers and students, alumni representatives, etc. Give full play to the role of democratic management, consultation and supervision in formulating school enrollment plans, determining enrollment policies and rules, and deciding on major enrollment matters.
The school has set up a leading group for enrollment, with the principal as the leader and the heads of the Student Affairs Office and the Academic Affairs Office as members, who are fully responsible for the enrollment of ordinary undergraduates in the school and make centralized decisions to deal with major issues in the enrollment work.
Article 6 The Admissions Office of North China Electric Power University, as the permanent working body of the school, is responsible for the daily work of undergraduate enrollment. Its duties are:
1. Strictly implement the policies of the Ministry of Education on enrollment and the supplementary provisions and implementation rules of the admissions committees of all provinces (autonomous regions and municipalities);
2 in accordance with the annual enrollment plan issued by the Ministry of Education and the relevant provisions of the preparation of sub regional, sub professional enrollment plan, the development of school enrollment regulations;
3. Organize enrollment publicity and consulting services, and introduce our school's situation and enrollment policy to candidates and parents;
4. Complete the enrollment work objectively and fairly, and be responsible for coordinating and handling various problems encountered in the enrollment work;
5. Fulfill the corresponding responsibilities of college enrollment information disclosure;
6. Cooperate with the relevant departments of the school to review the admitted freshmen;
7. Complete other tasks assigned by the education authorities and schools.
Chapter III Enrollment Plan
Article 7 A school shall formulate an annual enrollment plan according to the school development plan, school conditions, talent market demand, discipline development and other factors.
Article 8 According to the enrollment plan issued by the Ministry of Education and the principle of "scientific, stable and fair allocation of educational resources", the school comprehensively considers the factors such as the region, the quality of students, the distribution structure of majors and the number of applicants for the college entrance examination in all provinces (autonomous regions and municipalities directly under the Central Government), and draws up the enrollment plan of the school by province and specialty on the basis of referring to the enrollment plan of previous years. The school takes 1% of the total enrollment plan as a reserved plan to adjust the imbalance of students on the local unified examination line.
Chapter IV Access Rules
Article 9 In view of the actual situation of "running schools in one school and two places" in our school, candidates apply for the examination according to the enrollment plans of North China Electric Power University (ministerial code: 10054) and North China Electric Power University (Baoding) (ministerial code: 10079), and are admitted to Beijing Campus and Baoding Campus respectively.
Article 10 Schools should arrange teaching with English as the basic foreign language. Among the enrollment majors in our school, foreign languages and literature are only for English candidates. As computer, automation, electronic information, economics and other majors are closely related to English, non-English major candidates are advised to apply carefully.
Article 11 In the sequential voluntary batch, the proportion of students' files consulted by schools generally does not exceed 1.20%. For the batches submitted by parallel volunteer, the ratio of file transfer generally does not exceed 105%.
Article 12 For the batches that volunteer to file in turn, if the number of first-choice candidates is insufficient, our school can accept non-first-choice candidates. If the number of qualified non-first-choice candidates is still insufficient, volunteers will be collected. According to the batch submitted by parallel volunteer, unfinished projects will also solicit volunteers. If the recruitment of volunteers is still insufficient, the remaining plans will be transferred to other provinces with good student quality to complete the enrollment plan.
Thirteenth schools in the archives and professional admission approved by the Ministry of education and the provinces (autonomous regions and municipalities) education authorities approved the national policy points, the total score is not more than 20 points. All college entrance examination bonus items and scores are not applicable to enrollment items that do not arrange provincial and professional enrollment plans.
Fourteenth school enrollment and professional arrangements are subject to the results of the college entrance examination. For the professional arrangement of candidates who meet the requirements of the school, except for the provinces with special provisions on the comprehensive reform of the college entrance examination, our school will accept students according to the principle of "giving priority to scores and following volunteers" without setting professional grades. Candidates with the same scores will be admitted in the order of professional volunteers. If the candidates' grades are the same as the professional volunteer order, those with high scores in related subjects will be given priority. Comparison order of related subjects: literature and history candidates compare Chinese, mathematics and foreign languages in turn, and science and engineering candidates compare mathematics, Chinese and foreign languages in turn. When the candidates' professional volunteers can't be fully satisfied, if the majors are transferred, they will be transferred to the majors with incomplete records or transfer plans. Otherwise, they will be fired.
Fifteenth candidates from Zhejiang Province, Shandong Province, Hebei Province, Liaoning Province and Chongqing City shall be directly transferred to professional files by the provincial education examination institute where the candidates are located in accordance with its relevant regulations. Candidates from Shanghai, Beijing, Tianjin, Hainan, Jiangsu, Fujian, Hubei, Hunan and Guangdong provinces are enrolled by the Provincial Education Examinations Institute according to its relevant regulations, and our school accepts students according to the principle of "scores first and voluntariness". Candidates with the same scores will be admitted in the order of professional volunteers. Candidates with the same grades and professional volunteers will be admitted according to the sorting rules of the provincial education examination institute where the candidates are located. Candidates in the provinces that comprehensively reform the college entrance examination must meet the requirements of professional elective subjects announced by the school when applying for the exam.
Sixteenth Inner Mongolia Autonomous Region implements the admission rule of "clear score", that is, admission is based on "score first and voluntary principle", which is implemented in accordance with Article 14.
Article 17 When enrolling students, there is no restriction on previous students and current students, and there is no restriction on the ratio of male to female students.
Eighteenth candidates should fill in their volunteers according to the school professional catalogue published by the local provincial education administrative department.
Article 19 The physical examination of the candidates admitted to our school shall be carried out in accordance with the Guiding Opinions on Physical Examination for Enrollment of Ordinary Colleges and Universities issued by the Ministry of Education, the former Ministry of Health and the China Disabled Persons' Federation and relevant supplementary provisions. Electrical engineering and automation, smart grid information engineering, energy and power engineering, energy storage science and engineering, hydrogen energy science and engineering, automation, measurement and control technology and instruments, robot engineering, artificial intelligence, nuclear engineering and technology, radiation protection and nuclear safety, hydrology and water resources engineering, new energy science and engineering, environmental engineering, environmental science, applied chemistry, energy and chemical engineering, network and new media, and product design are not suitable for color distinction.
Chapter V Charging Standards and Others
Twentieth according to the relevant provisions of the state, students must pay tuition and accommodation fees. According to the regulations of the Ministry of Education, Beijing and Hebei provincial governments, the tuition fees for science and engineering majors in Beijing and Baoding campuses are 5,500 yuan/year, 6,000 yuan/year for English and translation majors and 5,000 yuan/year for other majors. The tuition standard of product design major (art) in Baoding Campus is 8500 yuan/year.
Article 21 For freshmen with financial difficulties in their families, the school encourages them to apply for national student loans from relevant institutions where their families are registered before entering school, or to apply for national student loans from banks after entering school. The school has a student financial assistance management center to help and guide students with financial difficulties to complete their studies.

Article 22 The enrollment of high-level sports teams, art classes, ethnic minority preparatory classes, mainland Tibetan classes, mainland Xinjiang high school classes, national special plans, special plans of colleges and universities, second bachelor's degrees, overseas Chinese, students from Hong Kong, Macao and Taiwan and high school graduates in Taiwan Province Province shall be implemented in accordance with the relevant provisions of the Ministry of Education and the school enrollment brochure.
Article 23 After new students enter the school, our school will conduct a second interview according to the requirements of the Ministry of Education. Freshmen who fail the second interview will be dealt with in accordance with the relevant enrollment regulations until their admission qualification is cancelled.

Article 26 These Articles of Association are applicable to the enrollment of ordinary undergraduate students in our university, and shall be interpreted by the Admissions Office, and shall come into force as of the date of promulgation. When national laws, regulations, rules and relevant policies of the Ministry of Education change, the changed provisions shall prevail. In case of any conflict between the school's previous documents on enrollment and the articles of association, the articles of association shall prevail.
