Planning, science and technology, finance, personnel and other departments shall actively support the popularization of agricultural technology within the scope of their respective duties. Article 4 The people's governments of cities, districts (counties) and townships (towns) should give priority to scientific and technological progress in the development of agriculture and rural economy, strengthen leadership in agricultural technology popularization, formulate and implement policies and measures, improve the agricultural technology popularization system, expand the agricultural technology popularization team, support and develop various mass agricultural scientific research institutions and technical service organizations such as individual and private enterprises, and ensure the smooth development of agricultural technology popularization. Fifth to encourage and support units and individuals to research, develop, introduce and popularize advanced agricultural technology at home and abroad; Encourage and support agricultural labourers and agricultural production and operation organizations to apply advanced agricultural technology; Encourage and support enterprises to participate in agricultural technology popularization on the principle of mutual benefit. Article 6 The agro-technical popularization system consists of agro-technical popularization institutions, agro-technical service organizations and farmers' scientific and technological demonstrations. Seventh city, district (county) agricultural technology popularization institutions, under the leadership of the administrative department of agricultural technology popularization at the same level and the superior business department, are responsible for the work of agricultural technology popularization within their respective administrative areas, and their main responsibilities are:
(a) to participate in the formulation of agricultural technology popularization plans and technical operation procedures within their respective administrative areas, and to organize their implementation;
(two) responsible for the introduction, testing, demonstration and popularization of new achievements in agricultural scientific research and practical technology;
(three) responsible for organizing agricultural technical training and providing information consulting services;
(four) to guide the lower agricultural technology popularization institutions and other agricultural technology service organizations to carry out agricultural technology popularization activities. Eighth township (town) agricultural technology popularization institutions are non-profit organizations established by the state at the grass-roots level, and are responsible for the agricultural technology popularization work in the township (town). Their main duties are:
(1) Publicizing, demonstrating and popularizing advanced agricultural technologies and disseminating scientific and technological information to agricultural producers and operators under the guidance of higher-level business departments;
(two) to guide the village-level agricultural technology popularization organizations and farmers' demonstration households to carry out technology popularization activities;
(three) technical training for farmers;
(four) to undertake the experimental demonstration projects assigned by the superior business department;
(five) to provide comprehensive technical services for agricultural production. Ninth village agricultural technical service organizations and farmers' technical personnel shall, under the guidance of agricultural technology popularization institutions, publicize agricultural technical knowledge, implement agricultural technical measures, and provide services for farmers' production and operation.
Farmers' science and technology demonstration households spread agricultural technology through production demonstration under the guidance of agricultural technicians. Tenth city, district (county) people's government personnel department shall, in accordance with the relevant provisions of the state and province, for the city, district (county), township (town) agricultural technology extension institutions with personnel.
Agricultural technology popularization institutions should give priority to the employment of agricultural college graduates, and their personnel should be mainly professional and technical personnel, with a proportion of not less than 70%.
When the staffing of township (town) agricultural technology extension institutions is insufficient, they can recruit from farmers' technical personnel, but they must be organized by the administrative department of agricultural technology extension and the personnel department of the district (county) for examination, assessment and merit-based employment. Eleventh township (town) people's government shall ensure that the technical personnel of township (town) agricultural technology popularization institutions engage in agricultural technology popularization with their main energy.
Villagers' committees and village collective economic organizations shall support and help villages and various mass agricultural technical service organizations and farmer technicians to carry out their work. Twelfth administrative departments of agricultural technology popularization and education should carry out agricultural technology training in a planned way to improve the quality of agricultural technology popularization personnel and agricultural workers. Thirteenth personnel and agricultural technology popularization administrative departments shall, in accordance with the provisions of the state, evaluate the technical titles of agricultural technology popularization personnel and appoint technical posts. When evaluating the technical titles of agricultural technology extension personnel, we mainly look at their achievements in extension work. Article 14 The municipal, district (county) people's governments and their administrative departments of agricultural technology popularization and science and technology shall regularly study the work of agricultural technology popularization, formulate plans for agricultural technology popularization according to the overall planning of local agricultural development, and accelerate the progress of agricultural science and technology. Fifteenth agricultural technology popularization institutions at all levels shall, according to the requirements of the agricultural technology popularization plan, apply for the annual agricultural technology popularization and scientific research and development projects according to local conditions, and organize the implementation according to the test, demonstration and popularization procedures after being approved by the relevant government departments. The project examination and approval department shall track and manage the implementation of the project and conduct regular supervision and inspection. Sixteenth agricultural technology popularization institutions and their staff should safeguard the interests of the state, collectives and farmers, and popularize new technology projects in strict accordance with agricultural technology popularization procedures and technical regulations.
