3. Zhang. Zhang (188 1 March 20th ~ 1 July 9731), pen name Huang, Qingtong, born in Huashan County (now Changsha City), Hunan Province, was born on March 20th. He used to be the chief judicial and educational officer of Beiyang government of the Republic of China, a member of the National Committee of the Chinese People's Political Consultative Conference of the Republic of China, a member of People's Republic of China (PRC) the National People's Congress Standing Committee (NPCSC), a member of the Standing Committee of China People's Political Consultative Conference, and a curator of central research institute of culture and history. In the late Qing Dynasty, he was the editor-in-chief of Shanghai Su Bao. 19 1 1 years later, he served as a professor at Tongji university, professor Peking University, president of Beijing agricultural school, secretary-general of Guangdong military government, and representative of the north-south conference. After the founding of New China, he was a famous democrat, scholar, writer, educator and political activist. He used to be the deputy director of central research institute of culture and history, the second director, the second and third session of the Standing Committee of Chinese People's Political Consultative Conference, and the third session of the Standing Committee of the National People's Congress.
