If the state has other provisions on the management of construction project cost activities in transportation, water conservancy and other specialties, those provisions shall prevail. Article 3 The principles of legality, fairness, impartiality, honesty and credibility shall be followed when engaging in construction project cost activities. Article 4 The municipal competent department of urban and rural construction shall be responsible for the supervision and management of the city's construction project cost, and the daily work shall be undertaken by the municipal construction project cost management institution.
The competent department of urban and rural construction of counties (autonomous counties) shall be responsible for the supervision and management of construction project cost within their respective administrative areas in accordance with the division of responsibilities.
Development and reform, finance, auditing and other departments shall, in accordance with their respective responsibilities, do a good job in the supervision and management of construction project cost.
The competent departments of transportation, water conservancy and other industries are responsible for the supervision and management of the construction project cost of this industry. Fifth city construction project cost management institutions specifically undertake the following tasks:
(a) the preparation and release of construction project valuation basis;
(two) release the construction project cost information;
(three) supervision of construction project valuation activities;
(four) to supervise the practice activities of construction project cost consulting enterprises and project cost personnel;
(five) mediation of construction project cost disputes;
(6) Cost management of other construction projects. Chapter II Formulation of Valuation Basis and Information Release Article 6 The valuation basis of construction project cost includes:
(a) norms, standards and regulations for the valuation and measurement of construction projects;
(2) investment estimation index and budgetary estimate index;
(three) budget quota, consumption quota, valuation quota, cost quota and construction quota;
(four) the price information of labor, materials, construction machinery, equipment and instruments, and the construction project cost index and index;
(5) Other relevant valuation basis. When compiling or revising the valuation basis of construction projects, it shall solicit opinions publicly and organize expert review. The design budget should be compiled according to the preliminary design documents, budget index, budget quota, compilation method and other relevant provisions.
Construction drawing budget should be compiled according to the relevant provisions of construction drawing design documents, valuation quota and construction technical measures. Sixteenth construction projects invested by state-owned funds shall be priced by bill of quantities, and the highest bid price limit shall be set.
For construction projects invested by state-owned funds, the maximum bid price limit shall be compiled according to the engineering design documents, bidding documents, bidding bill of quantities, valuation basis and relevant regulations, and the tenderee shall report to the competent department of urban and rural construction for the record according to the project management authority.
