I. Overview of Javert Railway
Shawei Railway is located in Zhangjiakou City, Hebei Province, connecting with Shacheng Station of Fengsha Line, passing through the south of Zhuolu and ending at Cuijiazhai Well in Yuxian Mining Area, with a total length of 140.37km, a designed transportation capacity of 3 million tons/year, a long-term development condition of 6 million tons/year and a reserved development condition of100000 tons/year.
This project is one of the key construction projects and national debt projects in Hebei Province, which is mainly built for coal transportation in Yuxian mining area. Yuxian mining area is a national key construction project and one of the coal supply bases in Beijing, Tianjin and Hebei, with a reserve of 65.438+49.3 million tons. The state-owned key mines are designed as three pairs of mines, with the planned output of 5 1 10,000 tons/year, of which Cuijiazhai Mine has completed the annual output of10.8 million tons. Danhou Mine with an annual output of 6.5438+0.5 million tons has been put into production, and the local mineral resources are estimated to be around 3-4 million tons. Fanshan Phosphate Mine near Huangdicheng Railway Station was originally designed with an annual transportation capacity of 400,000 tons, which will also be transported by Javert Railway. The construction of Javert Railway will play a positive role in the development of resources, the improvement and relaxation of traffic conditions and the improvement of transportation conditions in this area.
The feasibility study report of this project was completed on 1985, the design task book was approved by the State Planning Commission on 1987, and the construction of 1990 was approved by the State Planning Commission. The construction of some projects from 1988 to 1992 was stopped after the project started, and 1993 decided. 1998 10 resumed construction. After several years of construction, the track was laid in 2002 1 18. With the strong support of Beijing Railway Bureau and other departments, it was put into trial operation on July 3, 2003, and passed the preliminary inspection on August 28, 2003.

Xiheying-wei county Metro Line 3 has a limited slope of 9‰ and the number of the third-class 2 main lines in the direction of heavy vehicles (Shacheng).

Kailuan Group and Datang International, the two major shareholders, are well-known enterprises at home and abroad, so they have the advantages of resources, market protection and investment expansion. At the same time, Yuzhou coal-electricity comprehensive development project conforms to the national industrial policy of energy development and is an attempt to implement the integrated development model of coal-electricity joint venture in Hebei Province.
As a subsidiary of Hebei Yuzhou Energy Comprehensive Development Co., Ltd. funded by Kailuan Group and Datang International, Shawei Railway is one of the important strategic objectives of Yuzhou coal-electricity line integrated comprehensive development. The integrated development strategy of Yuzhou coal-electricity line is also the key project of Hebei province's "one-line and two-compartment" economic development strategy. We will make use of the rich coal resources in Yuzhou mining area and the existing assets such as Javert Railway, and comprehensively promote the coal-electricity marriage with Datang International and local economic prosperity through new construction, reconstruction and expansion of coal mines, construction of Yuxian Power Plant and extension line of Javert Railway.
Third, the line equipment
(1) station
Shacheng Interchange and other 15 stations, of which 3 stations are reserved, 3 stations are suspended and 9 stations will be opened in the future.
Shacheng Interchange and West Joint Venture Station are interval stations, and the rest are intermediate stations. In order to meet the requirements of cold braking operation and train yield, two arrival and departure lines are set in the intermediate station. Each intermediate station has no freight lines and freight equipment.
(2) Maintenance
Shacheng handover station is a locomotive section, and the West Joint Venture Station is a locomotive turn-back section.
(3) Vehicles
This line has a train inspection station in Shacheng Hub, a central train inspection station in West Joint Venture and a brake maintenance station in Dabaozhen Station.
(4) communication
In this project, communication equipment such as optical cable introduction, photoelectric transmission and access will be newly built in China Railway Shacheng Communication Station, and the local railway program-controlled exchange will be connected with China Railway program-controlled exchange.
The long-distance communication of Javert Line adopts a digital communication network which can be applied to integrated services, and its communication station is located at the headquarters of Huailai South Station Company. There are train dispatching, inter-station operation and wireless train dispatching system in the communication of Shawei railway section. The telephone switching network is equipped with a set of program-controlled switches at the communication station for 1000 subscriber line and 240 trunk line. The station communication adopts the station-specific digital communication system, and the station plane shunting and train inspection adopts wireless intercom equipment.
Communication line: an 8-core single-mode optical cable and a HEYFLT234×4×0.9+3×2×0.6 full low-frequency symmetrical oil-filled cable will be newly built from Shacheng Communication Station to Cuijiazhai Station, and an 8-core single-mode optical cable will be directly buried.
(5) Signal
All stations use lens colored light signals, and the signals for pre-announcement, inbound, main line outbound and private line inbound are high poles, while the others are low poles.
Shacheng Hub Station and West Joint Venture Station adopt 6502 electric centralized interlocking, and the rest stations adopt 8082 colored light electric locking devices for interlocking.
Except for the inter-station communication circuit between Shacheng Hub and Shacheng Station, all other stations are semi-automatically blocked by 64D single-line relay.
(6) Electricity
The whole line adopts the scheme of district power supply and local wiring. * * Newly-built 10Kv distribution stations, located in Shacheng handover yard, Cangshang (delayed construction), Dabao Town and Xihe joint station, are all equipped with integrated automatic protection devices and reserved with power telecontrol interface conditions.
In the initial stage, except for the local connection from the handover site to Huailai South Station, other stations are connected nearby, as follows:
Handover yard: connect 1 1 from the special screen of Huailai County/0/0kv substation to the distribution station of the handover yard, and connect1(10KV) to the nearby "T" for communication and communication.
Wofo Temple Station and Dabao Town Station: quoted from the special screen of 35KV substation in Zhuolu County (10KV).
Cuijiazhai Station: quoted from the special screen of 6KV substation in Cuijiazhai Coal Mine (380V/220V).
Huangdicheng, Shimenkou, Bai Le and West Joint Venture Station: all connected to the nearest "T" power supply (10KV).
The platform lighting adopts folding SDZG poles and cable wiring. The interval station is equipped with SDT lifting floodlighting tower for lighting.
The power supply connection of the whole station is completed, and the communication and signal equipment has been installed and put into use.
Four. Transportation organization plan
From August 28th to 30th, 2003, China Local Railway Association assisted our company to organize leaders and experts from nearly 20 units including Beijing Railway Bureau, Beijing Railway Branch, China Railway Construction and Development Center, Hebei Provincial Key Office, Hebei Metro Bureau, China Railway Third Hospital, China Communications Supervision Company, China Railway 16th Bureau and Yuzhou Mining Company to attend the preliminary inspection meeting of Javert Railway. All the members who participated in the preliminary inspection inspected and accepted the Javert Railway Project according to the design standards. The Preliminary Inspection Committee assessed that the quality of the entire project of Javert Railway was qualified, and all facilities met the requirements, with temporary management and operation conditions. In the temporary management operation stage, only the whole vehicle coal transportation is handled, and the transportation of LTL, container goods and fresh, perishable and dangerous goods and other special goods is not handled.
(1) Preparation for operation and production
According to the principle of "separation of network and transportation", on the basis of independent management and operation, our company is responsible for the operation, management and maintenance of fixed facilities across the line, mainly including transportation scheduling, freight management, public works, electricity, water and electricity, housing construction, life logistics, freight yard and other work except "cars". The whole line of transportation is entrusted to the Ministry of Railway Transportation of China Railway 16th Bureau in the form of labor export, which is mainly responsible for train service, maintenance and vehicles.
In order to ensure reliable empty car deployment and implement the transportation plan after the opening of China Railway, our company signed an operation cooperation contract with Beijing Branch North Company. It has also signed vehicle inspection agreements, handover site transportation agreements and handover site safety agreements with Beijing Branch, Zhangjiakou Depot and Shacheng Station.
(2) Transportation organization plan
1, traffic control
The headquarters of Huailai South Station Company has a dispatching station, and the dispatching station has a traffic dispatching station and a freight dispatching station, with a dispatching director, a traffic dispatcher, a freight dispatcher and a locomotive dispatcher. Responsible for the organization of cargo transportation and the command of train operation.
2. Mode of transport of goods
Temporary transportation takes the form of ticket exchange, and the national railway and local railways use their own freight tickets to handle ticket exchange procedures at the handover site of Shacheng.
3. Delivery methods of goods and vehicles
Javert Railway Company and China Railway Shacheng Station set up freight forwarders at Shacheng handover yard to conduct business inspection and take charge of cargo handover; A vehicle technical operation handover station will be set up at the handover site, and inspectors from Javert Railway Company and China Railway Zhangjiakou Depot will be responsible for the technical state handover of vehicles.
4, loading and unloading operation organization
Loading and unloading manpower and material resources shall be equipped and managed by the receiving and delivering unit. According to the workload, the station puts forward the necessary loading and unloading capacity and conditions to the receiving and delivering units, and is responsible for the daily loading and unloading organization, loading and unloading guidance, loading and unloading supervision and so on. The company signed safety transportation agreements with relevant units respectively, which clarified the responsibilities and obligations of both parties, shortened the operation time of each station and the stay time of locomotives, and accelerated the turnover of locomotives and vehicles.
5. Receiving and dispatching trains
After the blocking and interlocking equipment is put into normal use, it shall be handled in accordance with the technical regulations of the Ministry of Railways and other relevant regulations. In order to prevent blocking and interlocking equipment from working normally due to special circumstances such as power failure, the method of receiving and dispatching trains without interlocking is formulated, and the operation of receiving and dispatching trains is handled accordingly, the station details of each station are compiled, and the traffic organization system is improved.
In order to ensure the safety of receiving and dispatching trains, the stations with refuge siding and safety line and the turnouts leading to refuge siding and safety line shall be positioned (opening to refuge siding and safety line) except for use, cleaning or repair.
6. Number of open sites
Because this line is mainly built for coal transportation, under the premise of ensuring coal transportation, in order to reduce operating costs, eight stations were initially opened, namely Shacheng Interchange, Huailainan, Huangdi City, Wofo Temple, Dabao, Bai Le, West Joint Venture and Cuijiazhai. With the increase of coal transportation, the number of stations will gradually increase.
7. The allowable speed of the line
During temporary transportation, in order to ensure traffic safety, the allowable speed of Javert railway line is set as follows:
(1) Shacheng Interchange to Wofo Temple Station: 50km/h upstream and 60km/h downstream.
(2) From Wofo Temple Station to Dabao Station: 45km/h upstream and 50km/h downstream.
(3) Dabao Station to West Joint Venture Station: 55km/h upstream and 60km/h downstream.
(4) West Joint Venture Station to Cuijiazhai Station: 50km/h upstream and 60km/h downstream.
(5) Special road section: Shimen 1# and 2# bridge 40km/h; Wang Jiayao Tunnel, Renjiawan Tunnel and Wofo Temple Station are 35km/h away from Yuxian direction small curve.
After the trial operation, according to the technical conditions of the line, the designed driving speed will be gradually reached.
8, rescue and ambulance equipment
Equipped with necessary simple rescue and recovery equipment, under normal circumstances, it can have the recovery ability of locomotives and vehicles after general accidents such as derailment, so as to open sections or lines in time. Under special circumstances, it is requested that the rescue train of China Railway Zhangjiakou Locomotive Depot be rescued with compensation. After both parties reach an agreement through consultation, it is reported to the sub-bureau for approval, and the Agreement on Paid Use of Rescue Train is signed.
9. Train diagram
According to the locomotive operation plan, the train diagram is compiled according to the annual traffic volume of 6,543,800 tons, 2,000,000 tons and 3,000,000 tons respectively (6,543,800 tons are compiled according to two pairs of trains, and 2,000,000 tons and 3,000,000 tons are compiled according to four pairs of trains respectively).
10, rolling stock equipment
Our company has 2 rail cars, 7 DF4B locomotives, 2 DF4D locomotives, 90 self-provided cars (C64K, used for in-pipe short-inverted transportation) and 2 flatbed cars. Locomotive minor repairs are carried out in Huairou North Locomotive Depot.
1 1, Javert railway personnel
Shawei Railway has 885 employees, including 328 regular employees, 276 labor contractors and 28 short-term temporary workers. The company has eight functional departments including General Department, Labor and Personnel Department, Engineering Management Department, Safety Management Department, Finance Department, Planning and Operation Department, Material Supply Department and Security Department, and three production departments including Operation Department, Public Works Department and Electricity Department. Grass-roots management adopts vertical professional management mode.
