The bid evaluation of highway engineering construction project refers to the working process of the bid evaluation committee established by the tenderer according to the relevant national laws, regulations and bidding documents to review the bidding documents, recommend the winning candidate or directly determine the winning bidder with the authorization of the tenderer.
For highway engineering construction projects that adopt pre-qualification, the tenderee shall set up a qualification examination committee to examine the pre-qualification application documents in accordance with relevant regulations. The requirements of the Qualification Examination Committee for the selection and qualification examination of experts shall be governed by the provisions of these Rules on the bid evaluation committee and bid evaluation work.
Bid evaluation shall follow the principles of fairness, impartiality, science and merit. No unit or individual may illegally interfere with or influence the bid evaluation process and results.
The tenderer shall take necessary measures to ensure that the bid evaluation is conducted in strict confidentiality, and all personnel involved in the bid evaluation activities shall not disclose information related to the bid evaluation.
The tenderer of highway engineering construction project or its designated institution shall record and record the bid evaluation process and file it for future reference.
The bid evaluation shall be the responsibility of the bid evaluation committee established by the tenderer according to law.
The bid evaluation committee consists of bid evaluation experts and representatives of the tenderee, with an odd number of more than five. Among them, the number of bid evaluation experts shall not be less than two-thirds of the total number of members. The bid evaluation experts shall be randomly selected by the tenderer from the relevant majors in the bid evaluation expert database according to the relevant regulations of the Ministry of Transport.
For a special project subject to tender with complex technology, strong professionalism or special requirements of the state, it is difficult to ensure that the bid evaluation experts randomly selected are qualified for the bid evaluation work, and the tenderer can directly determine the bid evaluation experts in the corresponding professional fields.
If the bid documents are sealed in the form of double envelopes, the tenderer may not set up two bid evaluation committees to evaluate the first envelope (business documents and technical documents) and the second envelope (quotation documents) respectively.
Before the bid evaluation committee starts the bid evaluation, the tenderee shall prepare the materials needed for bid evaluation, mainly including the tender documents, clarification or modification of the tender documents, bid opening records, tender documents and prequalification documents.
Where the tenderer assists the bid evaluation committee in bid evaluation, it shall select personnel who are familiar with the bidding work and have high political quality, and the specific number shall be determined by the tenderer depending on the workload. The members of the bid evaluation committee and the tenderee select the personnel to assist the bid evaluation to implement the avoidance system.
Personnel under any of the following circumstances shall not enter the bid evaluation committee or assist in bid evaluation:
(a) the staff of the Department in charge of transportation responsible for the supervision and management of the project subject to tender;
(2) personnel who have close relatives with the legal representative of the bidder or the agent authorized to participate in the bidding;
(3) Employees or retirees of the bidder;
(4) Persons who have other interests with bidders and may affect the impartiality of bid evaluation activities;
(5) Persons who have violated laws and regulations, received administrative punishment or criminal punishment in activities related to bidding.
The staff or retirees of the tenderee and its subsidiaries, the higher authorities of the tenderee, the holding company or the tendering agency shall not participate in the bid evaluation of the tendering or tendering agency project of the unit as experts.
Where the tenderer assists in bid evaluation, it shall assist in bid evaluation at the same time or before the bid evaluation committee starts bid evaluation. Assist in bid evaluation should be based on the bid evaluation standards and methods specified in the tender documents, and the main contents include:
(a) the preparation of the corresponding table used in the bid evaluation;
(2) Arithmetic check of tender offer;
(3) List all deviations of the bidding documents relative to the bidding documents, and classify and summarize them;
(four) query the credit information management system of highway construction market, and verify the qualifications, achievements, qualifications of key personnel, current employment situation and credit rating of bidders;
(five) through the relevant website to check and verify all kinds of registration qualification certificates, safety assessment certificates and other documents;
(six) in the process of bid evaluation, review the evaluation form of each member of the bid evaluation committee and make statistical summary; Organize the information of the bid evaluation process.
The tenderer shall assist in bid evaluation and objectively, accurately and truly reflect the response of the tender documents to the provisions of the tender documents; Don't intentionally omit or unilaterally extract, don't make any comments on the bidding documents, and don't disclose the names of bidders with deviations before the bid evaluation committee characterizes all deviations; Do not express or imply preference or exclusion of specific bidders.
