(3) Having testing instruments, meters, equipment and means of transport to undertake the corresponding supervision work.

What is the application procedure for qualification certification of communication construction supervision enterprises?
1. Enterprises managed by the state-owned assets supervision and administration institution of the State Council and their affiliated enterprises apply for the qualification of communication construction supervision enterprises and submit application materials directly to the Ministry of Industry and Information Technology; Other enterprises shall submit application materials to the communication administrations of the provinces, autonomous regions and municipalities directly under the Central Government where they are located, and the communication administrations of the provinces, autonomous regions and municipalities directly under the Central Government shall report the preliminary examination opinions and all the application materials of the applicants to the Ministry of Industry and Information Technology for examination and approval.
2. Apply for enterprise qualification by combining network and paper materials. Before submitting the written application materials, the applicant shall upload the application form through the information system determined by the Ministry of Industry and Information Technology. After the application form is uploaded successfully, print the application form and submit it together with the paper materials such as attachments.

Communication engineering supervision qualification
Article 1 In order to strengthen the management of traffic engineering quality supervision institutions and ensure the technical and professional level of quality supervision personnel, these Measures are formulated in accordance with the Regulations on Quality Supervision of Traffic Construction Projects.
Second communication construction engineering quality supervision institutions to implement the management of the Ministry and the province. All provinces, autonomous regions and municipalities directly under the Central Government shall set up "communication engineering quality supervision stations", and may set up local stations or sub-stations according to specific conditions. Its engineering quality supervision business is led by the provincial (autonomous regions and municipalities) communication engineering quality supervision station, and the administration is led by the Municipal Bureau.
Article 3 The establishment of a communication engineering quality supervision institution must be approved by the relevant competent department, and the Ministry of Posts and Telecommunications shall examine and obtain the qualification certificate of the communication engineering quality supervision station before it can start its work.
