City, district and county (city) archives departments shall supervise and guide the management of urban construction archives within their respective administrative areas.
Development and reform, natural resources, municipal utilities, civil air defense, water affairs, urban management and law enforcement and other relevant departments shall, in accordance with their respective responsibilities, do a good job in urban construction archives management. Seventh city urban construction archives and district and county (city) urban construction archives (room) is responsible for the collection, collation, reception, protection and utilization of urban construction archives within their respective administrative areas.
City Urban Construction Archives is responsible for receiving and managing cross-regional and county (city) construction project archives. Chapter III Handover and Reception Article 13 The following urban construction archives shall be handed over to the municipal urban construction archives or the district/county (city) urban construction archives (rooms):
(1) Location maps of industrial and civil construction projects, municipal infrastructure projects, public infrastructure projects, transportation infrastructure projects, garden construction, scenic spot construction projects, city appearance and environmental sanitation facilities construction projects, urban flood control, earthquake resistance, civil air defense projects, urban physical examination projects, underground pipeline lines crossing urban areas except military restricted zones and military administrative zones, and related concealed projects;
(two) the business management and business technology files formed by various professional departments of the construction system;
(three) the principles, policies, regulations and planning documents of urban land spatial planning, construction and management, scientific research results and basic information of urban history, nature and economy;
(4) Archives of urban underground buildings (structures), water supply, drainage, gas, heat, electricity, telecommunications, cable television and other pipeline projects, as well as archives of the results of general survey, supplementary survey and supplementary drawing of underground pipe networks, underground professional pipeline maps and dynamic data archives of underground pipeline information systems;
(five) other urban construction materials with preservation value. Fourteenth district and county (city) urban construction archives (room) shall hand over the new urban construction archives to the municipal urban construction archives before the end of June each year, and back up the new urban construction archives.
The municipal urban construction archives shall hand over the catalogue of urban construction archives to the municipal archives before the end of each year. Fifteenth professional departments of the construction system to form the business management and business technology files, where there is a permanent preservation value, in this unit for one to five years, in accordance with the filing requirements to the city urban construction archives or district, county (city) urban construction archives (room) transfer. Sixteenth construction units are responsible for the transfer of construction project files.
The construction unit shall, within three months after the completion and acceptance of the construction project, hand over the construction project files that meet the relevant national and provincial standards to the municipal urban construction archives or the district/county (city) urban construction archives, and be responsible for the authenticity, accuracy and completeness of the files.
