China is dominated by comprehensive archives, and there are also special archives at the central level; Local comprehensive archives at all levels include archives of provinces, autonomous regions and municipalities directly under the central government, as well as archives of various places (cities) and counties. The national archives at all levels in China accept the supervision and guidance of the central and local archives administration departments respectively. According to the Archives Law of People's Republic of China (PRC) and relevant regulations, the National Archives is responsible for regularly receiving archives that need to be preserved for a long time by state organs, organizations, enterprises, institutions and other organizations, scientifically sorting, cataloguing and modernizing the archives, and actively developing archives information resources by various forms and means to provide services for all sectors of society. According to the requirements of the Archives Law, archives kept by national archives at all levels should generally be open to the public for 30 years from the date of formation. The period for opening economic, scientific, technological and cultural archives to the public can be less than 30 years, and the period for opening archives involving national security or vital interests and other archives that are not suitable for opening due can be more than 30 years. All citizens and organizations in People's Republic of China (PRC) who hold legal documents can use the files opened by the National Archives. At the same time, the national archives at all levels are authorized by the state to publish archives, or edit and publish archives historical collections of various contents, hold archives exhibitions, and consult the community about the utilization of archives. In essence, the National Archives is the base for the permanent preservation of archives in the country, the center for all sectors of society to use archives information resources, and an important part of modern social informatization.
