The Historical Origin of Science and Technology Promoting Development

China High-tech Industry Development Promotion Association (hereinafter referred to as the Association) is a state-level public welfare organization jointly sponsored by the State Planning Commission, the former State Science and Technology Commission, the former State Education Commission, the China Academy of Sciences and the China Academy of Social Sciences (hereinafter referred to as the Fourth Committee and the Second Hospital). Approved by the former State Science and Technology Commission and the Ministry of Civil Affairs, it was formally established in Beijing on May 1993. The Administration is affiliated to China Academy of Sciences, with the Ministry of Science and Technology as the business director and Wang Fosong, vice president of Chinese Academy of Sciences as the chairman. The establishment of the High Promotion Association has developed from an assembly to an association. 1987 the first national high-tech industry development seminar was co-chaired by Zhu Lilan, former deputy director of the state science and technology commission, Nie Li, former deputy director of the commission of science, technology and industry for national defense, and Hu Qiheng, vice president of China academy of sciences. The meeting reached an understanding that a high-tech industry plan led by the national competent department should be established immediately. Theoretically, it paved the way for the birth of the 65438-0988 national torch plan and provided the decision-making basis for the implementation framework of the torch plan. 1988 The second national symposium on the development of high-tech industries was co-chaired by Sydney, former deputy director of the State Science and Technology Commission, and Huai Guomo, former deputy director of the National Defense Science and Technology Commission. The State Planning Commission, the former State Education Commission, the China Academy of Sciences and the China Academy of Social Sciences were mainly responsible for leading the second national symposium on the development of high-tech industries. The main idea from this was that high-tech parks and incubators should be established quickly to adapt to the development of high-tech management industries. This idea was quickly adopted by the competent departments of the central government and local governments, which played an important role in promoting the construction of development zones in various places. Since then, the "National Seminar on the Development of High-tech Industries" has been held every two years, forming a team that actively promotes the development of high-tech industries in Industry-University-Research. A lot of work has been done in providing decision-making consultation for relevant government departments, communicating the understanding and contact between enterprises and research institutions, government departments and all walks of life, and widely publicizing the significance of high-tech industries to the national economy. During the period of 1992, the "China High-tech Industry Development Promotion Association" proposed to be established was mainly led by the "Fourth Committee and Second Academy". During the establishment of the High Promotion Association, the basic forces were experts, scholars and government officials engaged in theoretical research in various government departments, well-known scientists in various related high-tech fields and representatives of some business circles. Since 1993, the Association for the Promotion of High Technology has established close working contacts with relevant sectors in high-tech fields such as communication, pharmaceutical biotechnology, marine biotechnology, advanced manufacturing and pharmaceutical bioengineering. According to the cyclical changes of China's economic situation, the High Promotion Association has been focusing on the topics of policy research and decision-making consultation, technology demand and achievement transformation, international cooperation and information exchange in the development of high-tech industries in China for many years.
