Relying on the powerful technical force, software and hardware and talent team of the provincial library, the provincial sub-centers have strengthened the organization of various trainings, and conducted technical training on equipment installation, maintenance and operators for the directors of city and county sub-centers and township grassroots service points. At present, our province has initially established project managers and service teams at the city, county and township levels, and trained a number of professional teams engaged in resource construction and technical maintenance. At present, 107 sub-centers of cities, counties (districts) have been connected to VPN private network, realizing that the sub-centers of cities and counties have the right to enjoy the digital resources of provincial libraries and provincial sub-centers. During the "Twelfth Five-Year Plan" period, it is planned to complete 10 sub-centers, 107 county-level sub-centers, 1750 township-level service points, 28,000 village-level service points, the upgrading of public electronic reading rooms, the entry of cultural enjoyment projects into villages, and the daily operation of public electronic reading rooms. (4) Expand the construction of technology platform. Make full use of the advantages of network resources and expand the network function of VPN private network in our province. Improve the management platform of grassroots monitoring statistics, and strengthen the maintenance of grassroots equipment and personnel management. Keep up with the construction progress of e-government extranet in our province, promote the close combination of VPN private network and e-government extranet, and improve the network system of cultural enjoyment project in our province. Combine the advantages of VPN private network, give full play to the storage performance of various places, and realize the distributed storage function of our province. Combined with the application of 3G technology, we will develop an interactive platform for mobile devices in our province, and improve and optimize the communication mode of cultural enjoyment engineering technology in our province.

Establish a hierarchical management system in the whole province, implement standardized hierarchical management, and realize the provincial sub-center directly governing the municipal sub-center, the county (district) sub-center directly governing the municipal sub-center, and the township (town) and village-level grassroots service points directly governing the county (district) sub-center.

The pilot work of public electronic reading room is an important cultural work in our province this year. As an underdeveloped province in the west, we must overcome difficulties and speed up the progress in accordance with the relevant requirements of the Ministry of Culture, so that the pilot work can achieve practical results in our province, accumulate experience and provide reference for the nationwide promotion of this work. Difficulties and Suggestions In recent years, under the leadership of the Ministry of Culture and the National Center, the cultural enjoyment project in our province has progressed smoothly and achieved remarkable results. However, compared with the requirements of the central leadership, the Ministry of Culture and the National Center, compared with the development of brother provinces and cities, compared with the goal of building a strong cultural province in the west proposed by our province, there are still shortcomings. The main difficulties at present:
(1) Funding guarantee. During the "Twelfth Five-Year Plan" period, with the gradual establishment of large-scale grassroots service outlets, the task of resource construction will become more important. In the Twelfth Five-Year Plan, the Ministry of Culture and the National Center have repeatedly made it clear that Shaanxi should do a good job in the construction of red digital resources and traditional historical and cultural resources, and there are clear regulations on the total amount of resource construction. However, at present, provincial sub-centers have not implemented special funds for resource construction. During the Eleventh Five-Year Plan period, the Ministry of Culture and the National Center gave great support to the resource construction in Shaanxi. It is hoped that the Ministry of Culture and the State Center will continue to give some financial subsidies to Shaanxi, an old revolutionary base area and a province with tight financial resources. (2) In terms of talent team. * * * The lack of corresponding technology and service personnel in grass-roots service points of the project has always been the main bottleneck restricting the development of the project in our province, especially with the implementation of the Construction Plan for Public Electronic Reading Rooms. Last year, the Ministry of Culture issued the "Opinions on Cultivating Grassroots Cultural Talents in the Province", hoping that the National Center can strengthen the training of grassroots personnel in the * * * project from the national level, organize demonstration training, compile training materials, establish a teaching staff, set up training bases in different regions, and continuously improve the quality and service ability of grassroots personnel in the * * * project through training. (3) Resource integration. After several years' efforts, our province's cultural enjoyment project has integrated and processed a large number of excellent digital cultural resources. However, due to some objective reasons, many excellent digital cultural resources have not completely entered schools, military camps, factories, residents and farmers' homes. It is hoped that the Ministry of Culture and the National Center can strengthen communication with relevant ministries at the national level and let the cultural enjoyment project enter schools, military camps, factories and residents.
