(4) The minimum registered capital of companies operating in provinces, autonomous regions and municipalities directly under the Central Government is 6,543,800 yuan; For companies operating nationwide or across provinces, autonomous regions and municipalities directly under the Central Government, the minimum registered capital is100000 yuan.

(6) The company, its major investors and major management personnel have no illegal record of violating the telecommunications supervision and management system within three years.

3. Materials required for handling ICP license

4. Procedure and time limit
Apply for a value-added telecommunications business license
(1) Application Procedure:
To apply for a value-added telecommunications business license, materials that meet the requirements shall be submitted.
(2) Acceptance procedures:
If the application materials submitted by the applicant are complete and conform to the statutory form, a notice of accepting the application shall be issued; If the application materials are incomplete or inconsistent with the statutory form, the applicant shall be informed of all the materials that need to be supplemented within 5 working days from the date of receiving the materials; If the application does not need to obtain an administrative license according to law or does not fall within the scope of functions and powers of the Ministry of Industry and Information Technology, a notice of rejection shall be issued.
