The judicial authentication institution is the practice institution of judicial appraisers. It shall comply with the conditions stipulated in these Measures, be examined and registered by the provincial judicial administrative organ, obtain a license for judicial authentication, and carry out judicial authentication activities within the registered business scope of judicial authentication.
The applicant for establishing a judicial authentication institution shall be a legal person or other organization. To apply for the establishment of a judicial authentication institution, the following conditions must be met:
1. The legal representative of the legal person or other organization applying for the establishment of a judicial authentication institution and the person in charge of the authentication institution have not received criminal punishment or been dismissed from public office;
2. The person in charge of the judicial authentication institution shall be a practicing judicial appraiser;
3, there is a standardized name of the authentication institution, and the scope of judicial authentication business is less than five (including five), which is called "judicial authentication institute"; The above six items are called "judicial expertise centers".
4. Articles of association of a judicial authentication institution (submitted with the qualification of an independent legal person);
5. Having a clear business scope of judicial expertise;
6. There are RMB funds of 500,000 to 6,543,800 yuan;
7. Having instruments necessary for judicial authentication within the business scope;
8, there are 100 square meters above the practice place suitable for judicial expertise activities;
9. There are testing laboratories that have passed metrological certification or laboratory accreditation according to law and are necessary for judicial authentication within their business scope (if they have not passed national certification and accreditation, a certification and accreditation scheme shall be submitted);
10, each judicial authentication business has more than 3 full-time judicial authenticators, and the authentication institution has more than 6 personnel who have obtained the practice certificate of judicial authenticators (the establishment of a judicial authentication institution with independent legal personality should have more than 3 household registration authenticators in this province), among which there are not less than 3 personnel with senior professional and technical positions.
