Regulations of Beijing Municipality on the Administration of Outdoor Advertising Facilities, Plaque Signs and Slogans and Publicity Materials

Chapter I General Provisions Article 1 These Regulations are formulated in accordance with the relevant laws and regulations and the actual situation of Beijing for the purpose of implementing the overall urban planning of Beijing, strengthening the management of outdoor advertising facilities, plaque signs and slogan propaganda materials in this city, rationally planning and utilizing urban space resources, maintaining urban landscape characteristics and building high-quality urban public spaces. Article 2 These Regulations shall apply to the installation of outdoor advertising facilities, plaque signs, slogans and publicity materials and related management activities within the administrative area of this Municipality.

The outdoor advertising facilities mentioned in these Regulations refer to facilities such as light boxes, neon lights and electronic display devices which are set up by buildings, structures, outdoor venues, ground parts of urban rail transit facilities and public transport vehicles, and are used to publish advertisements in urban outdoor public spaces such as urban roads, highways, railways and squares.

This Ordinance referred to in plaque logo, refers to the state organs, military units, enterprises, institutions, other organizations and individual industrial and commercial households in their offices, business premises or motor vehicles, non-motor vehicle body settings, in urban roads, highways, railways, squares and other urban outdoor space to display its name, name (trade name), logo and other content of plaque, plaque and logo.

Slogans and publicity materials mentioned in these Regulations refer to banners, road flags, exhibition boards, etc. , refers to the temporary set in public places, with words as the main display means, not for profit, used for non-commercial publicity of urban roads, highways, railways, squares and other urban outdoor public spaces. Article 3 The management of outdoor advertising facilities, plaque signs and slogan propaganda materials in this Municipality adheres to the combination of ensuring urban vitality and strict and standardized management, and follows the principles of municipal overall planning, territorial responsibility, scientific planning and rational layout.

The setting of outdoor advertising facilities, plaque signs, slogans and promotional materials shall conform to the laws, regulations, rules and relevant national and municipal plans, technical standards and norms, be compatible with the urban regional functions and wind features, be integrated with the historical, cultural and humanistic characteristics of the block, and be in harmony with the surrounding city appearance and urban landscape.

Outdoor advertising facilities, plaque signs and slogan propaganda materials shall be safe and firm, meet the requirements of energy conservation and environmental protection, and shall not endanger personal safety, affect the safety and use function of buildings and structures, or interfere with the ventilation and lighting of adjacent buildings and structures, or interfere with traffic and fire safety. Article 4 The Municipal People's Government shall exercise unified leadership over the management of outdoor advertising facilities, plaque signs and slogan publicity materials in this Municipality.

The district people's governments are responsible for coordinating and managing outdoor advertising facilities, plaque signs, slogans and promotional materials within their respective administrative areas.

Street offices and Township People's governments are responsible for the daily management of outdoor advertising facilities, plaque signs, slogans and promotional materials within their respective jurisdictions. Article 5 The urban management department of the city shall be specifically responsible for the management of outdoor advertising facilities, plaque signs and slogan propaganda materials in this city, guide, inspect and evaluate the management of outdoor advertising facilities, plaque signs and slogan propaganda materials in various districts jointly with relevant departments, and organize the formulation and publicity of relevant policies, standards and norms.

District urban management departments and economic and technological development zones, railway station areas and other municipal people's governments to determine the regional management agencies specifically responsible for the management of outdoor advertising facilities, plaque signs and slogans and promotional materials within the region.

Urban management comprehensive law enforcement agencies are responsible for guiding and comprehensively coordinating the administrative law enforcement work of outdoor advertising facilities, plaque signs and slogans.

Other relevant departments shall, in accordance with their respective duties and the provisions of this Ordinance, do a good job in the management of outdoor advertising facilities, plaque signs and slogans. Article 6 The urban management department shall make use of the integrated service information system for outdoor advertising facilities, plaque signs and slogan publicity materials management (hereinafter referred to as the integrated service information system) to dynamically manage facilities planning, facilities setting, inspection and maintenance, safety management and illegal governance. , to provide technical advice and services to the society, and share relevant information with street offices, township people's governments and relevant departments of the municipal government, and strengthen supervision and inspection of various facilities. Article 7 Relevant associations, chambers of commerce and other social organizations involved in the installation of outdoor advertising facilities, plaque signs and slogans, and promotional materials shall strengthen industry self-discipline, train their members in relevant national and municipal laws, regulations, rules and plans, standards and norms, and guide them to carry out installation activities according to law. Article 8 Urban management departments, sub-district offices and township people's governments shall announce the management requirements of outdoor advertising facilities, plaque signs and slogans to the public in various ways, and guide units and individuals to do a good job in facility setting and daily maintenance. Chapter II Outdoor Advertising Facilities Article 9 The municipal urban management department shall organize the relevant departments of the municipal government to prepare a special plan for the installation of outdoor advertising facilities in the whole city, which shall be audited by the municipal planning and natural resources department, reported to the Municipal People's Government for approval, and announced to the public.

The special planning of outdoor advertising facilities in the whole city shall specify the division standards of forbidden areas, restricted areas and permitted areas of commercial outdoor advertising facilities and the layout requirements of public outdoor advertising facilities, and determine the planning indicators such as the total amount, type, setting density, upper area limit, brightness control and setting period of outdoor advertising facilities.
