The procurement methods of engineering consulting services can generally be divided into limited competition, bidding and direct entrustment according to the service amount. According to the current situation in China, it is suggested that the consulting service with a service contract amount of more than 800,000 yuan should adopt the bidding method, the consulting service with a service contract amount of less than 654.38+10,000 yuan should adopt the direct entrustment method, and the consulting service with a service contract amount of10-800,000 yuan should adopt the limited competition method.

First, limited competition in the selection of engineering consulting services.

An important procurement method of engineering consulting service is limited competitive selection, which is called "quality plus cost" internationally. Limited competition requires consulting institutions to submit project proposals in the form of "double envelopes", that is, technical proposals and financial proposals are submitted separately.

The limited competition selection method has no special provisions on the scale standard of applicable projects. For projects using government funds, the limited competitive selection method is mainly divided into three steps.

(1) Prepare and send project documents and accept project proposals.

(1) Establish a project committee, which is composed of government agencies in charge of the project and project legal persons. The project committee shall be composed of at least three members, chaired by the principal leaders of government agencies. Its duties are to be fully responsible for the selection and appointment, prepare the task outline and other documents specified below, set up the project review committee, support the work of the project review committee, accept the review and ranking results of the project proposals by the committee, and conduct contract negotiations.

(2) The project review committee shall be established by the project committee. The project review committee consists of some project committee members and external experts in related fields. The number of project review committees should be odd, with at least five members, more than two thirds of whom are external experts. The project review committee shall include technical review experts and financial review experts.

Select a consulting organization

(1) Formulation of prequalification conditions The prequalification conditions shall be formulated by the project review committee. Engineering consulting companies or consulting engineers registered in professional associations or trade associations can be used as pre-qualification conditions.

(2) Announcing project news and prequalification conditions The project committee is responsible for contacting professional associations or trade associations and publishing project announcements in designated newspapers, websites or other media. The announcement shall specify the pre-qualification conditions and the time and address of submitting qualification certification materials. Pre-qualification conditions may include: work performance related to this project; The main business personnel, facilities and equipment of the consulting organization; The ability of consulting institutions to engage in project management of similar scale; The financial status of the consulting institution; The workload of consulting institutions (because the workload will affect the staffing, management and fund allocation of consulting institutions).

(3) Determine the list of pre-qualified consulting institutions. Registration in the association is not a prequalification condition, and the project review committee will review the qualification certification materials of consulting institutions according to the prequalification conditions, and determine the list of consulting institutions that have passed the prequalification. The pre-qualified consulting institutions will enter the project proposal submission and review process. If there are less than three consulting institutions that have passed the prequalification, the project review committee shall revise and publish the new prequalification conditions, and conduct the prequalification again until three or more consulting institutions have passed.

(4) The shortlisting mode is to promote the participation of consulting institutions from other regions, smaller scale or independent financial and legal status, and the project review committee can form a shortlist on the basis of pre-qualification. The conditions for entering the short list should include region (for example, several consulting institutions in each region should enter the short list), scale (consulting institutions of different sizes should enter the short list) and ownership form.

The project review committee shall issue the project announcement according to the regulations, and accept the letter of intent and corresponding qualification certification materials submitted by the consulting organization. According to the above shortlisted conditions, the project review committee selects no more than five consulting institutions from the consulting institutions that submitted the letter of intent to form a shortlist, and sends project documents to the consulting institutions that entered the shortlist, inviting them to submit project proposals.

3. Develop an outline of tasks

The project committee is responsible for preparing the task outline, which includes: the purpose and objectives of the project; Scope of work of the project; Project background (including what research has been carried out); Training requirements of the project; Services, surveys and data required by the project; Requirements for project results (charts, reports, software, etc.). ); Preliminary estimate of manpower and time required by government agencies to complete the project; Ask the consulting organization to provide technical route, work plan, progress and personnel arrangement, etc.

If the technology of the task outline is complex and it is difficult for the project committee to independently compile the task outline, external consultants can be hired to compile the task outline (consultants who compile the task outline are not allowed to participate in the project competition).
