The term "credit business" as mentioned in these Measures refers to loans, guarantees, bank acceptance bills, letters of credit, letters of guarantee and other businesses that reflect the borrower's use of credit.
The term "borrower" as mentioned in these Measures refers to an enterprise (enterprise) legal person or other economic organization that handles credit business with financial institutions engaged in credit business.
The term "loan card" as mentioned in these Measures refers to the magnetic stripe card issued to the borrower by the People's Bank of China where it is registered, and is the qualification certificate for the borrower to apply for credit business from various financial institutions.
The term "financial institutions" as mentioned in these Measures refers to institutions established in People's Republic of China (PRC) according to law and engaged in financial business, including banks, credit cooperatives, trust and investment companies, finance companies and financial leasing companies. Article 3 The People's Bank of China and its branches are the administrative organs that implement the system of bank credit registration and consultation. Chapter II Issuance and Management of Loan Cards Article 4 A borrower with credit business in a financial institution shall apply for a loan card from the People's Bank of China where he is registered. The loan card is held by the borrower. Credit cards are used all over the country.
Borrowers can apply for a loan card. Credit card code is unique. Article 5 A borrower applying for a loan card shall submit the following materials to the People's Bank of China:
(1) A copy of the business license of an enterprise as a legal person or a copy of the business license and present the original, a copy of the registration certificate of a public institution and present the original, and other borrowers provide copies of their valid certificates and present the original.
(2) An enterprise as a legal person shall provide a copy of the registered capital verification report or proof of the source of the registered capital.

(4) Copy of People's Republic of China (PRC) organization code certificate and show the original.

(6) Other materials required by the People's Bank of China. Article 6 The People's Bank of China shall issue a loan card to the borrower within five working days after the materials listed in Article 5 are prepared and verified to be correct, and the borrower shall set the loan card password when receiving the loan card. The loan card will take effect after the People's Bank of China gives the loan card code and the borrower's confirmation password.
When issuing loan cards, the People's Bank of China shall timely enter the borrower profile and main financial indicators of corporate enterprises into the bank credit registration and consultation system. Article 7 The borrower may apply to the People's Bank of China for modifying the password of the loan card with the unit certificate and the identity certificate of the agent.
If the loan card is lost or damaged, the borrower can apply to the People's Bank of China for loss reporting or replacement of a new loan card with the unit certificate and the identity certificate of the agent. The code of the credit card remains unchanged after renewal. Article 8 A borrower holding a loan card shall apply to the People's Bank of China for registration of change in any of the following circumstances:
(1) The name of the borrower changes;
(2) Changing the loan domicile;
(3) Replacement of the legal representative, responsible person or agent of the borrower;
(4) Changes in the registered capital of the borrower;
(5) Changes in organizational forms of borrowers. Article 9 A centralized annual examination system shall be implemented for loan cards. The borrower must hold the loan card and the following materials to the People's Bank of China for annual review from March to June every year:
(a) a copy of the business license of the enterprise as a legal person or a copy of the business license that has passed the annual inspection by the administrative department for industry and commerce, and show the original; Copies of valid certificates of institutions and other borrowers and show the original.

The People's Bank of China shall, after verifying the above materials, handle the annual examination procedures of the borrower's loan card within five working days. Article 10 The People's Bank of China will suspend the use of the loan card held by the borrower under any of the following circumstances:
