The valuation basis of construction project cost should be adapted to the level of economic and social development and engineering technology development, and the relevant functional departments of the provincial people's government shall prepare and adjust in time according to the relevant provisions of the state. Article 5 The project cost shall be reasonably determined according to the whole process and stages of the construction project, and shall be effectively controlled according to the construction procedures. Investment estimation controls design budget, design budget controls construction drawing budget, and construction drawing budget controls project settlement. Sixth project proposal and feasibility study stage should prepare the investment estimate. Construction and design units shall not expand the construction scale, increase the construction content and improve the construction standards without authorization. If it is really necessary to make adjustments in the process of project construction, it shall be approved by the original examination and approval department. Ninth after the completion of the construction drawing design, the construction drawing budget shall be prepared. The construction drawing budget shall be compiled by the design unit, construction unit or engineering cost consulting enterprise undertaking the design task according to the construction drawing, construction scheme, quota standard, budget price, guiding price and market price. Tenth to encourage the development and use of computer software in the construction project cost management and valuation. The construction project pricing software developed and used on the basis of unified pricing in this province shall be recognized by the provincial construction administrative department. Eleventh project contract price is reasonably determined by the construction unit and the construction unit according to the current construction project cost valuation basis and the relevant provisions promulgated by the state and province.
Any unit shall not raise or lower the quota standard for the preparation of project budget and settlement without authorization, and shall not raise or lower the project cost in violation of the current project cost valuation basis. The project settlement shall be prepared by the construction unit according to the project schedule and contract.
