Article 2 The term "introduction of talents" as mentioned in these Provisions refers to all kinds of talents with certain knowledge or skills introduced from outside our city to meet the needs of our city's economic and social development.
Article 3. The salary, participation form and distribution method of enterprises and institutions to introduce domestic and foreign talents shall be determined by the unit and myself through consultation. State organs in accordance with the relevant provisions of the introduction and employment of urgently needed high-level management or technical personnel, determined by the competent department of post salary, higher than the national income, you can apply for talent development fund subsidies. The wage income earned by overseas students engaged in the transformation of high-tech achievements in our city can be regarded as overseas income. The research materials, books and documents brought by overseas students for their own use when they return to China shall be inspected by the customs and released duty-free.
Four, the introduction of talent housing, by the employer in accordance with the relevant policies and regulations of the city and the unit housing system reform, priority through monetary subsidies to solve, conditional can be appropriately increased subsidies. The following high-level talents who come to work and sign a contract with the employer for more than 5 years can enjoy a one-time resettlement subsidy issued by the municipal government:
(a) academician subsidy of 300 thousand yuan;

The employer shall use matching funds for resettlement subsidies at a ratio of not less than 1: 1.

Talents who have obtained doctoral degrees and come to work in municipal units in our city, the Municipal Science and Technology Bureau and the Finance Bureau may give appropriate research start-up funds according to their research projects. Where the national ministries and commissions allocate funds for the research projects of returned overseas students in our city, and the projects are directly related to or have a significant impact on the economic development of our city, the Municipal Science and Technology Bureau and the Finance Bureau will increase the project subsidies.
Seventh, if the post scientific and technological achievements formed by the introduction of talents in this city are invested in an enterprise in the form of shares, the enterprise should invest in 30% of the price of the scientific and technological achievements, and reward the completion of the achievements and the main participants; If scientific and technological achievements are provided to others by technical means, they shall be rewarded with not less than 30% of the net transfer income; Self-transformation or cooperative transformation, within 3 ~ 5 years after the project is completed and put into production, the proportion of not less than 10% of the annual net income of the scientific and technological achievements shall be extracted and rewarded to the person who completed the achievement and the person who transformed the achievement. Among them, the rewards won by major contributors should account for more than 50% of the total rewards.
Eighth, speed up the construction of enterprises in Post-Doctoral Research Center and attract more doctoral students from home and abroad to work in the station. During the two-year stay of postdoctoral researchers, the municipal government will give 20,000 yuan per person per year as a project start-up subsidy, and the site-building enterprises will match the funds at a ratio of not less than 1.5 times, and actively create conditions to attract postdoctoral researchers to stay or work.
Ninth, the minor children who have introduced talents enter primary and secondary schools, and the education administrative department where their household registration is located can arrange for them to enter the school nearby.
Tenth, the introduction of talent, because I asked to flow or study abroad, was dismissed by the original unit, expelled or voluntarily resigned, with the approval of the municipal organization, personnel department, before and after the combined calculation of the length of service in the enterprise.
Eleventh in the administrative area of Dalian, all kinds of units with human rights and independent legal personality or branches of central and other provinces and cities with useful human rights can refer to these provisions to introduce talents.
Twelfth, the introduction of talents to settle down or apply for the "Dalian talent work residence permit" should be implemented in accordance with the "Dalian urban household registration management system reform measures" (No.62 [2003]) and "Dalian talent work residence permit Interim Provisions".
Thirteenth, the employer to apply for the introduction of talent, with the consent of the organization or personnel department, can handle the transfer procedures. Relevant departments should reduce examination and approval links, simplify procedures, improve work efficiency, and open up a "green channel" for the introduction of talents.
Article 14 The people's governments and administrative committees of the districts, cities and counties in the pilot areas may, in accordance with these provisions, formulate more favorable policies for talent introduction according to law.
Article 15 These Provisions shall come into force as of June, 2004 165438+ 10/0. Provisions of Dalian Municipality on the Introduction of Excellent Talents, Provisions on the Introduction of Overseas Students to Work in Dalian (Da [2000]14) and Supplementary Provisions of Dalian Municipality on the Introduction of Talents (Da [2006] No.77) shall be abolished at the same time.
