Government procurement information announcement refers to the public release of government procurement information that should be made public in the media designated by the financial department. Article 3 Purchasers and procurement agencies shall release government procurement information in accordance with laws, administrative regulations and these Measures.
The procurement agency mentioned in the preceding paragraph refers to centralized procurement agencies and other procurement agencies recognized as qualified according to law. Article 4 The announcement of government procurement information shall follow the principles of timely information release, unified content specification, relatively centralized channels and easy retrieval. Fifth financial departments at or above the county level shall be responsible for the supervision, inspection and management of government procurement information announcement activities. However, the following duties shall be performed by the financial department at or above the provincial level:
(a) to determine the scope and content of government procurement information that should be published;
(two) to designate, supervise and inspect the media that publish government procurement information. Article 6 The Ministry of Finance shall be responsible for determining the basic scope and contents of the government procurement information announcement and designating the national government procurement information publishing media.
Provincial (including cities under separate state planning, the same below) financial departments are responsible for determining the scope and content of local government procurement information announcement, and may designate local government procurement information release media.
Except the Ministry of Finance and the provincial finance department, no other unit or individual may designate the media to release government procurement information. Article 7 Government procurement information shall first be published in the media designated by the Ministry of Finance.
Local government procurement information can also be published in the government procurement information release media designated by the provincial finance department. Chapter II Scope and Contents of Announcement of Government Procurement Information Article 8 Except those involving state secrets, commercial secrets of suppliers and government procurement information that should be kept confidential according to laws and administrative regulations, the following government procurement information must be announced:
(a) laws, regulations, rules and other normative documents related to government procurement;
(two) the centralized procurement catalogue, the standard of government procurement quota and the standard of public bidding amount published by the people's governments at or above the provincial level;
(3) Directory of government procurement bidding agencies;
(4) Tender information, including tender announcement, tender prequalification announcement, bid winning announcement, transaction result and its correction, etc. ;
(five) the contact information and complaint handling decision of the financial department to accept the government procurement complaints;
(six) the assessment results of the financial department on the centralized procurement institutions;
(seven) the list of bad behavior records of procurement agencies and suppliers;
(eight) other government procurement information that should be published in accordance with laws, regulations and rules. Article 9 In addition to the contents stipulated in Article 8 of these Measures, the financial departments at or above the provincial level may increase the contents of government procurement information to be published according to management needs. Article 10 A tender announcement shall include the following contents:
(a) the name, address and contact information of the purchaser and the procurement agency;
(two) the name, purpose, quantity, brief technical requirements or nature of the project subject to tender;
(3) Qualification requirements of suppliers;
(four) the time, place and method of obtaining the tender documents and the selling price of the tender documents;
(five) the deadline for bidding, the time and place of bid opening;
(six) the name and telephone number of the contact person of the procurement project. Eleventh tender prequalification announcement shall include the following contents:
(a) the name, address and contact information of the purchaser and the procurement agency;
(two) the name, purpose, quantity, brief technical requirements or nature of the project subject to tender;
(3) Qualification requirements of suppliers;
(four) the deadline for submitting the qualification application and certification materials and the date of qualification examination;
(five) the name and telephone number of the contact person of the procurement project. Article 12 The bid-winning announcement shall include the following contents:
(a) the name, address and contact information of the purchaser and the procurement agency;
(two) the name, purpose, quantity, brief technical requirements and contract performance date of the procurement project;
(three) the date of selection (indicating the number of the tender documents);
(four) the date of the tender announcement of this project;
(five) the name, address and winning amount of the winning supplier;
(6) List of members of the bid evaluation committee;
(seven) the name and telephone number of the contact person of the procurement project. Thirteenth procurement information correction announcement shall include the following contents:
(a) the name, address and contact information of the purchaser and the procurement agency;
(two) the original announcement of the name of the procurement project and the date of the first announcement;
(three) the way, content and date of correction;
(4) Contact person and telephone number of procurement project. Article 14 The announcement of the list of bad behavior records of procurement agencies and suppliers shall include the names of the parties, reasons, handling organs and handling results.
