In order to promote the healthy growth of primary and secondary school students, help parents solve the difficulties of picking up and dropping off students on time, further enhance the ability of educational services, and let the people have more sense of acquisition and happiness, recently, the Ministry of Education issued the Guiding Opinions on Doing a Good Job in After-school Services for Primary and Secondary School Students (hereinafter referred to as the Opinions), which put forward requirements for all localities to carry out after-school services for primary and secondary school students.
The Opinions pointed out that in order to give full play to the role of primary and secondary schools as the main channel of after-school service, the majority of primary and secondary schools should make full use of their own advantages in management, personnel, venues and resources, and take the initiative to assume the responsibility of students' after-school service.
For those who do not have the conditions but have after-school service needs, the education administrative department should actively coordinate resources such as schools, communities and extracurricular activity centers to do a good job in after-school service. The specific after-school service time is determined by all localities according to the actual situation.
The "Opinions" emphasize that after-school services must adhere to the voluntary nature of students' parents and establish a working mechanism of parents' application, class review and unified implementation by schools. Priority should be given to groups that are in urgent need of services, such as left-behind children and migrant children of migrant workers. After-school service mainly arranges students to do homework, read independently, do sports, entertain games, expand training and watch movies suitable for children.
Resolutely prevent after-school services from becoming collective teaching or disguised as "remedial classes." It is necessary to strengthen the management system of safety inspection and doorman registration in activity places, formulate and implement strict attendance, supervision and handover system and emergency plan measures to ensure the safety of students.
