For those who do not have the conditions but have after-school service needs, the education administrative department should actively coordinate resources such as schools, communities and extracurricular activity centers to do a good job in after-school service. The specific after-school service time is determined by all localities according to the actual situation.

The "Opinions" emphasize that after-school services must adhere to the voluntary nature of students' parents and establish a working mechanism of parents' application, class review and unified implementation by schools. Priority should be given to groups that are in urgent need of services, such as left-behind children and migrant children of migrant workers. After-school service mainly arranges students to do homework, read independently, do sports, entertain games, expand training and watch movies suitable for children.

Resolutely prevent after-school services from becoming collective teaching or disguised as "remedial classes." It is necessary to strengthen the management system of safety inspection and doorman registration in activity places, formulate and implement strict attendance, supervision and handover system and emergency plan measures to ensure the safety of students.
