Hunan Institute of Applied Technology is a full-time undergraduate college approved by the Ministry of Education. Located in Jiangnan City, Changde City, Hunan Province, with a total planned area of 2 145 mu. Now it has been built 1057 mu, with a construction area of more than 300,000 square meters. The school was founded in 1994, then called Changde Computer Technology School. 1998 became a pilot institution of higher education diploma and was renamed Changde Computer College. Changde computer technical school
1992, hold a short-term computer training class, which starts on the 8th and 28th of every month.
On April 30th, 1994, Changde Municipal Education Commission officially issued the approval letter of Changde Computer Technology School. In that year, 256 students were enrolled, divided into four classes, three secondary schools for three years and one secondary school for two years, majoring in computer application technology.
On April 8th 1995, the foundation laying ceremony of the new school site was held in Wangjiapu, Dingcheng District.

In 2004, with the approval of the Hunan Provincial People's Government and the record of the Ministry of Education, it was renamed Hunan Tongde Vocational College. In 20 16, three new undergraduate majors of English, mechanical and electronic engineering and forestry were approved. Professor Lu Chen from Beijing Institute of Technology came to our school as the dean.
In 20 17, five new undergraduate majors were established upon approval: horticulture, e-commerce, visual communication design, internet of things engineering and digital media technology.
In 20 18, three new undergraduate majors, namely, Chinese Language and Literature College, Business English and Digital Media Art, were approved.
